It depends. Half a mouldy loaf that could end up killing you is definitely not better than no loaf. Remember, how the government rushed the free shs program without adequate preparation, resulting in the two-track problem. Some of the Tablets would probably end up underused or stolen from the students at home. Rushing into otherwise good policies and ruining them is the cause of many of these policies failing, resulting a waste of public money.
