The government builds the 5G network and leases it out to the telcos. In principle, not a bad idea. Finding the funding for such a project seems feasible too, even tho we are talking about a few billion USD.

This significant investment volume to be handled by government institutions instead of private businesses opens huge opportunities to stash away serious bribes for the politicians involved. Every single contract going out, again and again only after major bribes have changed hands.
