You can justify that drinking or using water is a privilege. Such utilities are basic necessity for every citizen and human being.

The present accuracy levels of these meters is such that if you want 100ghs worth of power through the meter you have to buy a token credit of 165ghs. Which means the accuracy levels of these meters are over 65% instead of plus/minus 0.1 You are cheating your customers illegally and PURC and GSA too are not doing anything about it.
