His concern was the fact if they are sent to prison and care is not taken, instead of reforming them, they may come out worse than they went in.

You cannot sensibly argue that thesemiscreants have a human right to kill,rape etc. Of course as humans,they have a right to a fair trial,decency etc. This is totally different from to consenting adults,who want to be left in peace to do their own thing which I am not interested in.
