There is no big deal about Parliament being disconnected during working hours just same way they do to individual homes and companies. In fact disconnections during peak days and hours is like hitting your opponents in the groin to extra needed outputs. Besides, emergency response services and maintenance, the law does not allow them to disconnect outside their working hours. Which sane boss will risk the lives of his employees to disconnect in the night when daytime disconnection has always been eventful and dangerous even if it is permissible under the laws. Kudos. ECG should do more of that to the state institutions. They present budgets which include electricity bills, yet they are willing to pay themselves frivolous and fat allowances, and ignore their utility bills.
