We have mambo jumboed our logical sequence system of governance and development financing to a point at which even poor postmaster who volunteers to join the District Assembly is being asked to finance designing of drains, something that can be tackled with regular self-help community clean up exercises

I was surprised to hear Parliament debate whether caucuses should solely select their leaders, or their parties should have a say. I thought both sides of the debate are right and it is not even a matter for the floor of Parliament. Parties and their MPs can be trusted to establish their own conventions to avoid chaos and bad publicity in arriving at such decision. A power sharing formula is the best solution. You may decide that the party will select the leaders, and the caucuses will select deputies, vice versa. Alternatively, the caucus may select a pool of MPs that they prefer to take up leadership of their affairs in the house for the party to assign responsibilities. It also means that there should be a predetermined renewable tenure, so that the caucuses can assess and renew mandates. Simplicita
