Today if we have databases and instruct that all payments should be made through the bases, which we call digital, it should be normal. This is common practice all the world over. What is the fuss?

Removing ghost names from payroll is practically on-going exercise. So long as there are retirement, resignation, shacking, death and the like. These occur throughout the year and different times and nobody can control that.

Do you believe that JDM was not invited for investigation because of the then impending December 7 elections. What happened after the then December 7 elections? Mahama was not invited. Clearly, there is nothing to investigate.
The NPP has been in government since 2017 but they could not do anything to Mahama. There is absolutely nothing to prosecute Mahama.

Linking the payroll system and national ID system is surely commendable. However, to further strengthen the integrity of the integrated system, the database for the birth and death registry, as well as the social security database must also become part of the system. This will ensure that an individual who has been recorded as dead during the year will be flagged in the payroll system if his or her information exists within the complete integrated system. For example, in the US, as soon as a person passes away, the information is transmitted from the hospital to the Social Security Administration (SSA) that is the depository of birth and death records. At the end of the year of death, the SSA permanently locks the account of that individual. Any subsequent Government transaction that requires verification, first goes through the SSA, and if the account is already locked, the transaction is rejected.

Jamaican government requires all retired government employees , living at home or abroad, receiving government pension to sign and notarize a document every 3 months, verifying that the recipient is still alive before the benefit for the subsequent 3 months are paid out into a designated bank account of the recipient. With such a system, the most the Jamaican government can lose to fraud relating to a deceased person is just 3 months of pension benefit , and which is easily traceable through the bank of any deceased pensioner.
