This is very sad indeed. Look at where Malaysia and Singapore are today, when these countries and Ghana were more or less at the same level in the 1950s. At the independence of the two countries in 1957, Ghana's GDP was higher than Malaysia's. Also, it is worthy of note that the palm nut tree was imported to Malaysia from West Africa (Nigeria/Ghana). Today, Malaysia is the second largest palm oil producer in the world with 190,000,000 metric tons, behind Indonesia (47,000,000 metric tons). You may wonder where Nigeria and Ghana, from where the pam oil tree was imported, stand today. Nigeria stands at a distant 5th place with 1,500,000 metric tons, and Ghana comes WELL behind with a paltry 300,000 metric tons in 14th place.
Obviously, Ghana is incapable of using appropriately the natural resources she is blessed with. Neither the off shore oil, nor the Gold (that was once used to finance Christoph Columbus' voyage to the Americas have brought any significant changes in the lives of Ghanaians.
My point in introducing Malaysia and Singapore in the issue of nurses and medical practitioners leaving our country in droves, is to emphasize the irresponsibility and /cruelty/or cluelessness of our leaders who close their eyes on the unacceptable living conditions of their fellow citizens, while they amass wealth for themselves.
That is not to say Ghana should be singled out as an underperforming African country, because the majority of African countries are in the same situation. There seem to be no discernable development strategies among the leaders of most African countries.
The missing element in our behavior remains our inability/refusal to do the RIGHT THING when we are in a position of responsibility. Their understanding of leadership is totally wrong.

As of now, to get a national service posting in any decent institution, you have to know somebody who knows somebody who has "protocol" (a system practiced only in Ghana).
Newly trained nurses stay at home for years without getting a posting - if you must be made aware of that. This is a corrupt and broken system. Didn't the Akuffo Addo government themselves arrange to send Ghanaian nurses to Barbados? Why not look into that to begin with?
