They don't have the competence and for that matter they don't intend to honour this promise! All they want is power to come steal and come and explain later why they can't do it.Remember One Time Premium?These are people who refused to pay teachers who worked for 12 months and rather gave them 12 months salary. They refused to promote Police Officers in order not to raise the wage bill
leaving officers to wallow in their rank for 6 years and cancelled teachers and nurses training allowances!
