The Graphic reports that Ghanaian and Nigerian authorities are actively trying to recover transformers and monies paid to a Nigerian electrical engineering company by the Electricity Company of Ghana (ECG) which are reported 'to have vanished into thin air'. In a front page banner headline: "ECG fights to recover 274 million cedis", the story says the Nigerian company, Union Electric (Nigeria) Limited, is believed to have already received from the ECG an amount of 68,174 pounds sterling, being half of the cost for the repairs of burnt transformers of the ECG but which work it has so far failed to carry out. The Graphic says sources close to the ECG management disclosed this following public enquiries arising out of a publication in a Nigerian newspaper, 'Tempo' which alleged that the ECG had been duped in a contract relating to the repair of burnt out transformers to the tune of 136 million dollars by Union Electric of Nigeria. "Police must accept criticisms - IGP", is the headline of another front page story inthe Graphic which says the Inspector-General of Police, Mr. Peter Nanfuri has advised the police to learn to accept criticisms in good faith. The IGP, according to the Graphic, said the public has the right to guide the police who are public servants, on approved and acceptable conduct that will benefit society. Mr. Nanfuri, who said this in an address read for him at the closing of a six-week refresher course for police chief inspectors in Kumasi, urged the police to be humble, selfless, tactful and tolerant in the performance of their duties. He said told them to be fair and firm to ensure that the larger public interest is protected within the framework of the law. GRI

In another front page story, the Graphic says the government has frozen the contracting and guaranteeing of non-concessional loans on behalf of ministries, agencies, private or public establishments. Under the headline: Government freezes guarantee of non- concessional loans", the Graphic says the swift move is calculated to maintain the country's credit worthiness and enhance access to concessional borrowing. The Graphic says sources close to the office of the Vice- President indicated that the measure is part of the Finance Ministry's effort to implement decisions taken at the September National Economic Forum in Accra.
