NSS Scandal: Attorney General orders re-arrest of former NSA Koforidua Municipal Director

The former Koforidua Municipal Director of the National Service Authority (NSA), Stephen Kwabena Gyamfi, has been re-arrested by security operatives at the behest of Attorney General and Minister of Justice, Dr Dominic Akuritinga Ayine, in the ongoing NSA ghost names investigation.

At a press briefing on June 13, 2025, Dr Ayine provided details on the arrest as part of the update on Operation Recover All Loot (ORAL).

He stated that the suspect was arrested in the early hours of Friday, June 13, 2025.

According to him, the suspect needed to be interrogated following the discovery of new accounts in his name, containing deposits believed to be proceeds from money siphoned from the NSS payroll.

“I’ve asked that he should be re-arrested because we have discovered some new accounts containing some deposits. He was picked up this morning and is currently undergoing further interrogations,” he said.

Kwabena Gyamfi is part of a network of top former officials within the National Service Authority (NSA) accused of causing the state to lose over GH¢548 million by adding ghost names to the National Service Scheme payroll.

Dr Ayine explained that an investigation by his office had uncovered how the individuals in positions of authority during the previous administration orchestrated what he described as a “criminal enterprise” involving directors, staff, and service providers.

“In the 2022/2023 service year, 350,926,977.12 was lost to the state for the 2023/2024 service year, 32,881,157.07 was lost to the republic. In total, as stated, we lost about 548,333,542.65 to the criminal enterprise perpetrated by these executives, directors, and staff, as well as the service providers in the market.

“The criminal enterprise that resulted in the loss of this colossal loss of sum of money involved the creation of ghost names in the NSA payroll system by some directors and staff, which was subsequently exploited to misappropriate state funds for their gain,” he stated.
