The Deputy Minister for Transport, Dorcas Affo-Toffey has said government is intensifying efforts to modernise Ghana’s transport system through international partnerships and innovation-driven infrastructure development.
In a post shared on social media on May 9, 2026, she disclosed that she led a delegation from Metro Mass Transit Limited on a working visit to CRRC Corporation Limited in Zhuzhou, China, to explore collaboration aimed at transforming intra-city transport in Ghana.
The engagement, she explained, focused on the study and potential development of an Autonomous Rapid Transit (ART) system designed to improve urban mobility and address congestion challenges in major cities.

“As part of Government’s continued commitment to modernising Ghana’s transport sector, I had the honour of leading a delegation from Metro Mass Transit Limited on a working visit to CRRC Corporation Limited in Zhuzhou, China, to explore strategic collaboration towards transforming Ghana’s intra-city transport system,” she stated.
According to her, the proposed system is expected to provide safer, faster, and more efficient public transport services for commuters across the country.
“Our engagement focused on the study and potential development of an Autonomous Rapid Transit (ART) system aimed at improving urban mobility, reducing traffic congestion, and providing safer, faster, and more efficient public transportation for the people of Ghana,” she added.
Dorcas Affo-Toffey further noted that the initiative aligns with the vision of President John Dramani Mahama and the government’s broader agenda to reposition Ghana’s transport sector through innovation, strategic partnerships, and sustainable infrastructure development.
She emphasised that the Ministry of Transport remains committed to working with stakeholders to deliver modern and reliable transport systems that improve the daily lives of citizens and support national development.
