GRA sets GH¢310 billion revenue target by 2028

The Ghana Revenue Authority has set an ambitious target to raise more than GH¢310 billion in tax revenue by 2028 as it ramps up digital compliance measures and efforts to bring more taxpayers into the formal system.

Speaking at the 10th Ghana CEO Summit on Thursday, May 28, 2026, Commissioner-General of GRA, Anthony Kwasi Sarpong, said the Authority has no option but to significantly increase domestic revenue mobilisation to support Ghana’s development agenda.

“We don’t have a choice. We must raise this revenue,” he stressed.

According to him, low tax compliance continues to place a heavy burden on a small number of businesses and individuals who consistently meet their tax obligations.

Sarpong revealed that the GRA exceeded its 2025 target by mobilising GH¢182 billion and is now aiming to increase collections to GH¢225 billion in 2026.

The Commissioner-General said technology-driven compliance systems, tax reforms, and stronger collaboration with the business community will be central to achieving the new target.

“This is not a bet. This is the work we must do, and that is the partnership we are asking all of you to forge with us,” he said.

The aggressive revenue target comes as the government pushes to reduce reliance on external support and strengthen domestic resource mobilisation to fund critical national development projects.
