Former Managing Director of the Bulk Oil Storage and Transportation Company Limited (BOST), Dr Edwin Alfred Provencal, has reportedly been arrested and detained, according to John Boadu, former General Secretary of the New Patriotic Party (NPP).
In a report by adomonline.com on November 11, 2025, Boadu stated that Dr Provencal was apprehended at Kotoka International Airport on Monday, November 10, 2025, while preparing to board a flight to Maputo for an official engagement.
He added that the former BOST MD’s name had been on a flight watchlist since October 8, 2025, although Dr Provencal was reportedly unaware of it.

The alleged arrest comes weeks after a forensic risk assessment by policy think tank IMANI Africa highlighted governance failures and fiscal losses in the Gold-for-Oil initiative.
The report, supported by oversight institutions, recommended urgent prosecutions and recovery of what it described as misappropriated revenues.
IMANI Africa’s assessment also identified weaknesses in pricing controls, preferential access, structural loopholes, and the absence of contracts between the Bank of Ghana and the Precious Minerals Marketing Company, which it said encouraged smuggling.

Dr Provencal, however, has dismissed claims of systemic fraud, insisting that the programme was executed under strict standards of transparency and corporate governance.
