Volta Regional representative on the Council of State, Dr Gabriel Tanko Kwamigah-Atokple, has accused the leadership of the Economic and Organised Crime Office (EOCO) of abuse of power, defying a court ruling, and causing reputational harm.
In a statement dated March 30, 2026, and sighted by GhanaWeb, Kwamigah-Atokple demanded that EOCO’s Acting Executive Director, Raymond Archer, issue an immediate public apology or face legal action.
He has also petitioned President John Dramani Mahama to dismiss Archer and his deputy over the alleged abuse of office.
According to Kwamigah-Atokple, the dispute began in November 2025 when EOCO launched an investigation into Sesi-Edem Company Limited, a company he founded, over allegations of defrauding by false pretences and money laundering linked to a transaction with JG Resources Ltd.

“Let it be understood that restraint is not weakness. I will take all lawful steps necessary to protect my name, my business, and the integrity of the Court's authority if, within the next 12 hours, Mr Archer and his office fail to issue a full public apology and withdraw the contemptuous release," part of the statement reads.
The statement further detailed that on November 19, 2025, EOCO invited the company’s Managing Director to provide documents, including contracts, proof of payment, and evidence of gold supplied.
The following day, EOCO froze the company’s bank accounts and directed financial institutions to halt withdrawals.
Kwamigah-Atokple maintained that the company fully complied, submitting all requested documents and appearing before EOCO on December 3, 2025.
He further explained that the matter relates to a gold supply agreement spanning June 2025 to June 2026, with 58 per cent of the contracted gold already delivered by November 2025 — a fact he claims was acknowledged by both the complainant and EOCO.
With the contract still ongoing, he argued that there was no basis to classify the matter as fraud and rejected claims that the transaction was unlicensed.
“...Prior to the Court's ruling on EOCO's lack of mandate, the company fully complied. The Managing Director of Sesi-Edem attended EOCO on 3rd December 2025, gave a written statement, and was interviewed by the Head of the Organised Crime Unit. Our lawyers provided all requested documents on 28h November 2025, and we obtained official receipt stamps for every submission," the statement added.
Kwamigah-Atokple cited a March 19, 2026, ruling by the High Court in Adentan, which he said found that EOCO acted without lawful mandate, ordered the immediate defreezing of the company’s accounts, and determined the case to be civil rather than criminal.
Dr Gabriel Tanko Kwamigah-Atokple accused EOCO of defying the ruling by continuing its investigation and publicly challenging the judgment.
He further alleged that Raymond Archer declared him wanted without issuing a formal invitation, describing EOCO’s actions as reckless and bordering on contempt of court.
"In that ruling, the Court held that EOCO, in purporting to investigate me, acted without mandate and in blatant violation of constitutional principles of fairness. The Court, therefore, ordered the defreezing of accounts that EOCO had unlawfully frozen during the investigation," the statement added.
Kwamigah-Atokple said he has given EOCO a 12-hour ultimatum to retract its statements and issue a public apology, warning that failure to comply would result in legal action.
He added that EOCO’s actions undermine public confidence in state institutions and the justice system.
As of now, neither Raymond Archer nor EOCO has officially responded to the allegations.
