PAC questions Labour Ministry over missing vehicles, missing records

The Public Accounts Committee (PAC) has questioned officials of the Ministry of Labour and Employment over the disappearance of two vehicles procured more than a decade ago and the accumulation of interest on an outstanding payment claim linked to the transaction.

The issue emerged during proceedings on the Auditor-General’s special audit report on GH¢68.7 billion in government arrears when the Ministry appeared before the committee on May 18, 2026.

According to the report, a GH¢223,127 claim related to the procurement of two Nissan Tiida saloon cars could not be substantiated because the vehicles could not be traced and supporting documentation for the transaction was unavailable.

Appearing before the committee, the Ministry’s Director of Finance, Mary Ninson, explained that records connected to the transaction could not be located, adding that the vehicles were “supposedly” procured in 2011.

She admitted that the Ministry lacked adequate documentation relating to the transaction and said officials had informed auditors of the situation during the audit process.

“The vehicles were supposedly procured in 2011, but we do not have the records to support the transaction,” she told the committee.

Ninson further explained that delays in settling some outstanding amounts, including price adjustment claims, had resulted in the accumulation of interest, a matter she said the Ministry of Finance had been informed about.

“Some payments relating to price adjustments for other items had been made, but delays in settling the outstanding amounts resulted in interest accumulation, and the Ministry of Finance had been informed,” she said.

The Director of Finance also disclosed that documentation relating to the procurement of two horsepower air conditioners could not be traced.

According to her, the Ministry informed auditors about the missing records, after which auditors contacted the relevant institutions for clarification but received no response.
