It is very simple, just get a list of active diplomatic passports (hopefully, they have a database) and cancel those who have one but don't qualify, and then disclose the names of canceled passports in the media, and also provide the "no fly with diplomatic list" to emigration officers at our international airports. This should be done electronically so it can be updated in real time.
Mills was just a people "pleaser", why is it necessary to give all MPs diplomatic passports? They should only be issued one if going on official travel only and definitely NOT use it for personal travel.

Quickest way to clean out the diplomatic passport mess is the the concerned Ministry should not renew diplomatic passports whose bearer are longer government officials and the passports should be seized at the border exits points if holders attempt to travel with them. Also, diplomatic passports in the wrong hands can be cancelled if holders refuse all fail to hand them over to the Foreign Ministry. Diplomatic passport for parliamentarians should only be for one year validity and renewable for similar period if necessary. Let us clean up our act even though the British did not have visas from the Asantehene when they entered Asanteman.

I think your method could be a bit disruptive especially for folks who really qualify for it and are actively on travel. I think a better method is go through the list of issued diplomatic passports (assuming they have one); then cancel/revoke those who don't qualify (based on a new sensible criteria) to have one. Publish names of canceled diplomatic passports in media and provide a mechanism for airport folks to check in real time (electronically) for approved list and perhaps also the revoked list. This should be a short assignment and not hard to do.

I think diplomatic passports should be issued to our nation's official representatives in foreign countries only, that should include the embassy or the mission Ghanaian employees. Home based members of Parliament should be excluded unless a member of Parliament happens to go overseas on an official delegation on behalf of our nation or on a special national assignment overseas.
