Teachers are expected to have time to teach the students well, answer all the questions the students ask, give the students a lot of class exercises, mark all these exercises and discuss the marking scheme with the students. Upon all these, the teacher is to cover all the topics in the syllabus before the students write the WASSCE. If all these can be done within 3 years, without the students embarking on extra classes to supplement the classroom work, then the 3 years should be maintained, and vice versa.
