While speaking on Asempa FM’s ‘Ekosii Sen’ political programme in Accra at the end of last week former President John Kofi Diawuo Agyekum Kufuor denied sharing properties under the affordable housing scheme his government built among his cronies. While at it, he dared his critics to publish the list for Ghanaians to ascertain the truth. “I know we did nothing wrong and I challenge our people on the other side to publish the list of beneficiaries for the whole world to see” he stated.
Today, we are calling the bluff of former President Kofi Diawuo Kufuor. We publish below, the list of beneficiaries. The offer letters were signed by Hon. Abubakar Saddique Boniface on or around 18th. December 2008, when the NPP knew that they were about to lose the second round of the Presidential Elections. We have copies of the letters with the signature of the then NPP Minister of Water Resources, Works and Housing. If they dare us, we will publish them.

Out of 113 allocations, 64 of thm were allocated to the children and people working for ex- President Kufuor. 18 were allocated to persons under Aliu Mahama. The remainder were for NPP Ministers and their relatives, party people and friends.
Next time Ex-President Kufuor opens his mouth to deny that there was corruption under his administration, he should be careful about daring people.
If Ms Ohene has common prudence,she should have castigated Kufour when he was at it. I do agree with her but she should see corruption or stealing from every angle.

I could not agree more with the sentiment expressed by Lizzy Ohene and I would make no apologies for either K4 or Jon Mahama or JJ Rawlings they were all involved in massive stealing because to me corruption is a gentleman's way of attempting to bend the TRUTH ; CORRUPTION IS BLATANT STEALING ; the fact is that people hate to be called stealers because everybody understand who is steals but people are confused about the word corruption ; the word corruption should not be used by the media but use the word STEALING and people will understand better.

Elizabeth Ohene's definition of public office and reducing corruption to theft or stealing is the wrong approach. For those us in the international development filed, public office is not limited to only state institutions or public officers alone but anyone who provides a service of a public nature whether in the public, private or voluntary sectors. For example, though John Dramani Mahama worked at the Japanese Embassy, he was occupying a position of a public nature despite the Embassy being sovereign and had diplomatic immunity. Because the Embassy provided advice, information and other services to the public as well as state institutions, Mahama provided a service of public nature and therefore he came under the definition of the word public office/r used in the definition of corruption. If this broad definition of what constitute public office and who occupies public office is not used, then lots of abuses of public office for private gain would not constitute corruption simply because those involved were not either not occupying public office or they are not public officers. For example, if a pastor abuses his position to secure a favour such as financial or material gain s/he is entitled to, then that would not constitute corruption but that is corruption as a church and a pastor provides a service of a public nature.
Second, corruption is not the same as theft or stealing because corruption is broader and does not necessarily involves theft or stealing. For example, creative accounting by private and multinationals in developing countries to avoid tax is not theft but it's corruption. Again, off shore banking for reasons of tax avoidance is not theft or stealing but its corruption.
For the above reasons, it would be wrong to limit public office to exclude the person as an individual form what s/he does whether in public, private or voluntary office. In the same vein, corruption cannot be reduced to theft or stealing as some corruption involving huge sums of money is not theft or stealing. How can one steal from himself or herself if s/he uses off shore banking to save his or her wealth? But because the purpose is tax avoidance it is corruption.

Lizzy has tried but there still remains the fact that acts done for which there were no monetary gains but someone has advantage over another is equally corruption. Assuming a lecturer leaks his end of semester examination questions to his friend's daughter/son after which the student obtains a higher grade. Is it not corruption? The lecturer was not paid anything for engaging in such an act. Elizabeth Ohene having worked as a BBC broadcaster then had no house. But having been in Kufuor's government for a short period has a very big house in her hometown. For some of these things she quickly ran away when NDC won the next election thinking she was going to be pursued. Now she is in Britain enjoying her booty and is trying to define corruption for us. If Kufuor was not corrupt and Elizabeth was not corrupt how would Kufuor have built that house for her? It's an open secret that she was Kufuor's girlfriend. She should come again.

OnuaPanyin Sista Elizabeth, I agree with you corruption encompasses stealing of public funds and property; but I would respectfully suggest that not all acts of corruption involve stealing; the provision of cars free petrol and accomodation to public officers is a form of corruption where as in Ghana more than half of the state budget is dedicated to salaries benefits etc rather than the provision of public services!! The president can not deny being corrupt because no mean a person than a former attorney general of his own party had alleged that Ex President Mills was going to institute a commission of enquiry into the purchase of the Embraer presidential jet.If John Mahamà is really determined to fight corruption, he should have investigated himself first and purged himself of any charges before seeking to prosecute any of his ministers who have stolen on his behalf.
