Your write-up was very curious, except that it contained a subtle attempt to give the new IGP a bad name and hang him. About positions and ranks, it would be better to move all those COPs you referred to out of the Headquarters to other institutions until they retire, in this way paving the way for the IGP to have the right ranking system. This had been the practice in the past, places such as National Security, Immigration, National Development Planning Commission used to be the dumping grounds for COPs who could no longer operate effectively at the Hqrs. Mr Dampare cannot remain at the Hqtrs forever as Paymaster General. He has been in this position since 2009 and outlived three IGPs. The late Ando Kouffie was moved from that position to become the Regional Commander of Eastern Region, so it is not strange.
