I think this long term planning an excellent idea which has been long overdue. We need to go learn from countries such as Japan, India, China, Malaysia, Singapore, South Korea, Hong Kong, Taiwan, Brazil, South Africa, among others how they went about it. Let all the political parties buy into it and commit to it religiously. We can come out of the quagmire and doldrums which the NDC has plunged us.

The 40 years development plan could be an excellent approach to develop our country.
But first all the six political parties must come out and support its mission.
The leaders of each of the political parties must present papers detailing their policies and measurable processes to tackle each of the 5 components the 40 yr. development plan targets:
Socio-cultural development
Economic development
Environmental development
Institutional development - health, education & transportation
Ghana's relations with the rest of the world.
The policies & processes from each of the parties should be discussed throughout the 10 regions.

The 40 year plan is a failure from the get go and will suffer the fate of the Dr. Busia era plans for Accra that went to the dogs. Those old enough will recall the purchase of drainage systems that went nowhere. The Busia administration did not do requisite home work on cost and or the will to move people off their land to accomplish whatever were planned development scheme at the time.
The same is today if the architects of the 40 year plan forgot that Ghana cannot build new towns and cities and expect old towns and cities to die; they had better start with existing cities and metro areas. And it should start now with a simple land development law that says there shall be no land development without roads, utilities, drainage systems and street and property addresses prior to sale of land to anyone for habitation. There should also a well funded land enforcement agency and courts to fast track land cases. The 40 year plan must therefore include a dual approach system that build up new communities for relocation of those who may have to be moved from old neighborhoods to make way for roads, sewage, drainage and other infrastructure developments. We do not have the land to build new cities to get out of the mess we have without destroying farmlands in Ghana. It does not help either that our land sale and delivery system is not centralized. Because of the chaos and uncontrolled land development stemming from our current land sale system, we should revisit the idea of government purchase of all land for sale by private owners and or stool lands. It is the only way to deliver land for the appropriate development scheme; that is if we do not allow corrupt political influences to destroy the development scheme.
