Ghanaians are now classified as developing people, least developed people, etc. and belong to the LDCs group of countries. That's why I was taken aback when Ken Kuranchie came out of prison and pronounced loudly that Ghanaians were not civilised, as if he was under the impression, learned or whatever that Ghanaians were classified as among the civilised nations.
Now, if Segbefia has also drawn attention again to arguably the major variable that continues to retard us, and keep us forever at the developing people level, i.e., the ideational bankruptcy of the [mis]educated elite, (doctors, academics and lawyers inclusive) - no, with the observed ongoing processes of dedifferentiation (Tilly and Others) and right-wngers like Robert Kaplan tagged the Coming Anarchy, which were/are actually decivilising Africa from where the European colonialists ably assisted by the great grand uncles and grandparents of some of us, and visionaries such as Kwame Nkrumah and Ghaddafi had lifted it - one would expect this should be your focus of attention; instead ad hominem attacks are all that you can serve! From what I had learned of governance and politics, specialists in a field are not appropriately appointed to head their Ministries. A lawyer with ability to examine conflicting demands from different depts such as Segebefia is thus fit to head any Ministry, including the MOH and come out withe the balanced decisioal outputs.
Yes, you should be asking why all that tall list of demands after the overblaoted Single Spine Scale was supposed to have done away with them. Was that not the purprose of the Single Spine???? And was stunned to read that they want even book and journals allowance! In which civilised country do doctors and lecturers get such allowances? I was also once on the conference before. Our hotel lodgings were booked and paid for us, etc. On the books, not even in rich Norway were books allowances given out. Publishers upcoming catalogues were circulated and one ticks the ones one finds useful. When bought, one has first right to them, if only one copy is bought. Then the book is returned to be added to the library stock. If you want a personal copy, it is bought for you at your own cost but at the heavily subsided prices the libraries get.
Same goes for equipment as audio recording and transcribing equipment for field work. The example lecturers buying expensive laptops for projects and keeping them for good CAN NEVER happen in civilised countries.

To presuppose the statement refer to civilized western nation is to assert Ghana is not civilized. The fact is the minister did not reference any foreign nation.
Come to think of it, if you Dr. Kwame Okoampa-Ahoofe do take issue with the minister's critique for comparing actions by GMA to some equivalent in a western nation would it not be logical and intellectually sound or prudent for your analysis of his statement to look at the culture and conditions that are at play in civilized nations relative to those in Ghana? Prof, I am not sure if you know the criteria for ministerial appointments but I can assure you that with the exception of the position of Attorney General and Minister for Justice, there is no specified qualification, knowledge or experience for a ministerial position. Even the Finance Minister does not have to be an Economist, financial expert or an accountant.
I know this from my experience in Ghana and the UK. The last two Health Secretaries in the UK have no background in health. The previous one who was my MP is a lawyer by profession and the current one (Jeremy Hunt)did PPE at Oxford and as no background in health. You can read Rt Hon Jeremy Hunt(MP) and Secretary of State for Health's profile on the web.
The reason being that the minister has experts in the form of senior civil servants and political advisers who are also experts to assist him/her to carry on the duties required. It's rather the leadership and management skills that matter most. Ministers are political appointments and all they must show is loyalty to the appointing authority, political ideology and the ability to deliver and lead the ministry.
Andy, Ghana and for that matter Ghanaians are indisciplined but not uncivilised as you claim. Yes, standards are low and some cultural practices are unacceptable but these do not mean that a whole nation is uncivilised.

What are we both wrong about when you wrote in support of what I wrote about appointing a generalist as Health Minister and Prof. Lungu supported with facts, just as yourself? Note that Prof. Liungu didn't comment on teh civilised angle, which I commented upon, so what's he wrong about?
So, on the civilised angle, I pray, when did Ghana/ians graduate into the civilised nation/peoples status? Been planning to write an article on the topic for ages, but there are so many other things I've been wanting to write on and haven't managed to. I bet you, the mass of Ghanaians are not yet civilised, and that's about 90% plus of them, and that's being generous with the %.
