If and when public sector workers, management included, can report to work on time, leave for lunch and return at mandated schedule and leave at the end of the day after the full 8-hour day then yes they may trade productivity for wage increases. There are no time clocks, manual or electrified, at any government office buildings which have contributed to the tardiness and cheating of tax payers even as those public sector workers collect monthly wages without shame or remorse.
