The only constitutional obligation is the VP acting in his absence. However, it is expected that if those gathered are high profile officials such as heads of states, heads of governments, including heads of international organisations, then the most appropriate to represent the president in his absence is the VP. The Mayors' conference was not at that high profile level.
You are right that this could be part of the sidelining of the VP and the preparation of Hannah Tetteh to take that role in 2016. Rawlings may be against Hannah Tetteh becoming the running mate so his action tantamount to sending a coded message to Mahama. It's all politics that can backfire on NDC if not carefully managed. Mahama is preparing for the next NDC presidential candidate after 2016 and perhaps, a woman is in his mind.

In fact, even foreigners who live and work in Ghana as well as those with interests in Ghana but residing outside Ghana can share their views on Ghana, especially if they have ideas on how to improve development in Ghana. For example, this morning I heard on BBC World Service discussing the FIFA corruption and they further gave an example of corruption within Ghana's FA, the Black Stars insisted on their allowances being paid in cash to them and that and suggested such embarrassment could be avoided. They were all Europeans with interests in football and the Black Stars of Ghana.
Assuming even if one is not Ghanaian by citizenship but of Ghanaian origin either by birth, parentage or ancestry, such person has the right to express views on Ghanaian national affairs.
You also are misguided to use the Bible to support your view that dual citizenship should be relied on to exclude people from serving both countries of their citizenship. This is because the Bible is a very complex scripture and often misquoted out of context for various reasons. It was not meant for dual citizenship. In fact, I am not sure if there were dual citizenship at Biblical times when the Bible was written. For example, the US appoints Ambassadors and other diplomats to countries that they have dual citizenship such as Afghanistan and Iraq. Dual citizens can make meaningful contribution to national development in Ghana and the Supreme Court was wrong to affirm the exclusion of dual citizens from certain public appointments in Ghana.
