This was more about Ghana as a sovereign state rather than security. How can Ghana allow her territory to be used by foreign candidates to put up political campaign posters in an election that Ghanaians are neither candidates nor voters? Ghana is not the 37th state of Nigeria to extend her internal political activities into.
The other problems is Ghana being seen as supporter of one or more of the political parties or candidates. If the eventual winner was not the one who put up posters in Ghana, s/he could consider Ghana as supporting the opponent and that could strain future relations between the two governments. It was a very bad idea and whoever allowed it was wrong.

Mr Kofi Attah,the eventual winner of that election is either Jonathan or Buhari who all have their billboards in the country starting with Buhari supporters,none of the other political parties will come even closer to winning the election let alone win it,it is like Ghana,either NDC or NPP.
Even if we agree that one of the smaller parties will win the election it is not true that when that party wins it will create any strange relationship between the two countries,nobody prevented that party from advertising in Ghana.
Ghana is still in good relationship with countries like Togo that in the past supported the NPP and many others including your UK which supported the NPP through her High Commissioner during the 2000 election.
Diplomacy does not work that way.

3. A political party message is not the same as a message from a national government to its citizens, whatever the country the citizens may be residing in.
