According to the new pension scheme the second and third tier (which though I am on retirement but still a member should be privately managed.) We stated the other day how the End-of-Service benefits had its death.
We also stated why the private sector want to be involved in the management of the second and third tier schemes.
What IMANI does not know here, is ignorant about or just pretending is that workers who retired from 2010, 2011, 2012, 2013 and 2014 are not covered by the new pension scheme, thus they had or have both their lump sum and pension to be paid by Social Security and National Insurance. They together with their employers paid 17 and half percent to SSNIT. Those on the new scheme with effect from 2010 are together with their employer paying 18%. Whiles 13% covers their pension contribution and National Health Insurance contribution of 2 and half percent, the remaining 5 percent goes into the fund that is by law administered by a private, fund manager and custodian. The logic here is that the second and third tier schemes have been removed from the management of the employer who is the state and other private employers and placed in the hands of private managers.
So were is the logic that these unions who work in the public sector want to manage their own mandatory and voluntary second and third tier schemes. Employees can manage their welfare schemes, but not second and third tier schemes because of the dangers in mismanagement that it entails.

If a person deposit money in a bank on deposit accounts he or she is not entitled to any interest. But if a person deposit money in saving accounts, then he or she has interest accruing on the money. When a person did not chose fund manager and fund custodian which both have to make some profit before deducting their management charges, then that person gets the same money that he or she deposit in terms of pension. But if the money is invested, then the managers deduct their management charges then pay the capital plus interest to the fund contributor.

The provision of the law places the management of the funds outside the remit if the state, but it does not stipulate the imposition of fund managers if contributors of the pensions are against it. The law is not in place to allow forceful takeovers of funds and without transparency. Such an arrangement will mean that the government still has control of the funds.
