While you may Anglicise "coups d'etat" (or write coups d'état), it is almost criminal to write touché without the acute accent. I want to believe that Okoampa knows this and wrote the correct thing but the webmaster posted the incorrect thing. But, often, the webmaster cuts and pastes. It may also be that since ghanaweb does not format its posts, all accents (and vernacular letters) are lost in posting. If so, Okoampa is excused. But I want to think that the acute accent transposes correctly on ghanaweb without extra formatting. That will be seen when I post this comment writing touché. If it doesn't appear well, then it may not be Okoampa's fault that his heading is so wrongly written.
Well, it may also be that Okoampa does not know how to produce the acute accent on his keyboard. But for someone so particular about mistakes and so determined to correct other's mistakes, he should have found out how to produce the correct accent.
But, then, it may also just be that Okoampa is poor in foreign languages. He knows no French (the language of culture) nor German (the language of Philosophy). And since he says he's just over 50, he may have started secondary school in Ghana at a time no one studied Latin any more. Quel dommage...

Okoampa, I wish you could read my comments in the opinion column of Ghanaweb about summer vacation programs involving our kids. You mentioned leadership. Don't you think we will never have good leaders if we initiate our children into becoming liars from day one? Let me explain what I mean by initiation. Please watch whenever our parents see a visitor approaching, the first thing is to ask the child to meet the visitor and just say "mommy and daddy are not in." Could you remember this joke whereby when this visitor was told just that and saw the father's toes sticking out by a few centimeters behind the door, and told the innocent initiate to ask the father to take his toes along next time round?
On a more serious note, if we keep on with this trend, excellent future leaders will elude us. How can God bless a nation that initiate its young innocent ones with lies. EVERY GHANAIAN PARENT IS GUILTY OF THIS CRIME! It is a curse, and a so called christian nation cannot see this? Yet when these same children lie to these parents they get very angry, forgetting that they started it. Those who claim to be men of God are the worst!!
I wish the Okyehene could assemble his subjects and preach that to them. This will forever be remembered by the whole nation as a step towards some mental revolution.

You're right that quel dommage means what a pity. It isn't a charge or an accusation against Okoampa. Re-read the paragraph in which it occurs carefully. It is saying that Okoampa may have gone to secondary school at a time when Latin was no longer studied. So I suppose Okoampa didn't get the chance to study Latin. It is this situation that I said was a pity. That is NOT an accusation or a charge. I put it in French because my point was about "foreign" languages of which French is one. The only thing you can say I "charged" Okoampa with is not writing touché without the acute accent - a "charge" that is the very purpose of my input.
Note, too, that I didn't comment on what Okoampa put across in his article. If you want to know why it is because Okoampa, in his quest to write an article or two everyday, often writes about inconsequential matters on which no serious person will bother commenting...

The Okyenhene should first assume virtue by combating Galamsey which has turned the once green belt of Abuakwa into moon craters.
