Ghana have been suffering from I called "One step forward and two steps backwards" economic development. When a party comes into power it abandons most development projects commenced by the outgoing party, and resources already spent on these project wasted.
The National Development Comission should be given constituitional powers and authority to develop strategic economic development plan for the country. There should be a long term and medium plans. The medium term should cover four or five years.
In these plans priority and objectives should be set. And of course, resources needed to carry out these plans must be identified. I would unconstitional for any political party in power to deviate from these plan.
