This is an excellent piece, but you spoilt it for me with the above sentence. It is precisely because our Parliament has shirked its responsibility that borrowing has gone hay wire and the economy is in a coma at the moment.
Over the past twenty years, every ruling party has used its majority in Parliament to scupper debate on the plain daylight robbery that government departments and other para-statals have perpetuated on the people of Ghana, as detailed annually by the Auditor-General.
Just imagine, last year the government over-spent its own budget by over 8 billion cedis. The Presidency alone over-spent by 600 million cedis. To date, not a single individual or institution has been sanctioned or even interrogated for this clear breach of the Constitution. It is almost certain that 2013 will experience another illegal over-spend.
What we need is for all of us to support NGOs like IMANI, who point out crooked dealings in Ghana and to make sure that our Parliamentarians work for the people of Ghana and not to go and collect cheap Chinese mobile phones and approve dubious Chinese contracts!
