A lot has been said and written about corruption in Africa. What is left is to change it. Might it help to look at global best practices? Singapore, Rwanda anyone?

Leadership is the catalyst to bring about the developmental change Africa has been craving for all these years. Without the right type of leadership in place of the affairs of mother Africa, the continent will continue to be described as the Dark Continent. The concern now is how can we get the type of leaders Africa is craving for? Where are the Nehemiahs of the Bible in Africa?

Ghana, for example, I bet MONEY GRAM and WESTERN UNION still ONLY allows folks in Ghana to receive but not send? I too bet PAYPAL is not easy to get in Ghana by the locals? When you keep the common people crippled economically they can not do business easily with the rest of the continent or the outside world. Places like India are coming up because they have access to tools like VISA and MASTERCARD logos on their bank cards. So the internet is open to them across the global.
African leadership takes bribes and allows corruption if they want to remain leaders. Funds from foreign sources that too are kept in foreign banks...hidden away.
Sammy, you are correct! It is no accident that lights are off across GH periodically. Such an act keeps the masses cripples so they can't do global business LEGALLY online.

Another lamentation of our woes as Africans. As a colleague, now deceased, used to remind me years back when I indulged in listing such bad habits: "But Andy, those are the symptoms of our backwardness, not the causes of our backwardness. If we don't exhibit those negative attitudes and actions, we won't be classified amongst the developing people but among the developed people. WE WOULDN'T BE WHERE WE ARE". To put it bluntly, Africans are NOT yet classified among the civilised peoples, and so what we see are the actions of people who are not as yet civilised across board, irrespective of their Westernised "educational" levels, which reproduce caricaturised versions of Euro-Americans; since their ideational value systems remain essentially pre-C20th African. So to someone like me, these empirical narratives hardly explain the causation of these negative behavioural traits of the wannabe "African leaders" largely blamed for the woes, nor that of the African hoi polloi who acquiesce to and are collaborative of the negative behavioural patterns that keep the continent from developing materially and "ideationally," intellectually if you want to put it that way.
We must look beyond the empirical and begin to ask the "why" and not only the "how", "who" and "what" questions without necessarily degenerating into infinite regression about the causative factors.
There is another article right now on Ghanaweb by one Frimpong. After reading through, I felt hollow. I didn't learn anything new. The same old stuffs about what have kept Africa backward since independence; Africa going back into the bush, as the few infrastructure left by the colonialists deteriorated and collapsed; Africa returning to the intra-ethnic wars of the pre-colonial period; Africa of bloody-minded leaders (chiefs and kings) who started killing captives in their 1000s as the slave markets dried up with the European abolition of the slave trade; Africa .... What else is new, to me???
My qs is, WHY do they behave that way?
