As to why Ghana holds such a low percentage, blame your so called geniues of a lawyer Tsatsu Tsikata and the Rawlings regime that drew the oil policies and the contract terms as you can read from the article.
"The agreement between Kosmos / E.O Group and GNPC was in accordance with the Ghana Petroleum Law and was approved by the GNPC Board, the ministry of Energy, and upon approval by Cabinet was presented for ratification by Parliament in July 2004."

As visionary as Nkrumah was he realised oil was going to be drilled in the future and therefore established the GNPC for future exploration. During PNDC era more work was done and seismic pictures and information were further developed and kept at the GNPC. It was established that there was commercial quantities at the Tano site (off the western coast). Kuffour and these two guys formed the partnership (Yes Kuffour is a partner) and with the authority as president, Kuffour armed the EO group with the report. Why do you think Kuffour appointed Dr. Bawuah-Edusei the ambassadorial post, first to Switzerland then to the USA. It was strategic. Neither Kuffour, NPP nor the EO group paid for these vital reports which were given to them freely. They virtually took the reports to Kosmos and based on that Kosmos followed up.
You guys should ask and you would be given the right info. Just wait for the right time, all the proper information will come out. The 3.5% is money stolen from poor Ghanaians. The EO Group did not put money into the partnership. They simply took the report from GNPC and handed them to Kosmos. Stop throwing out rubbish to deceive the innocent people who continue to suffer as a result of greedy leaders. Basically Ghana gets nothing from the oil deal whilst some greedy unpatriotic people are rich and laughing to the Bank. If this report in Afrikan Post USA is accurate, truthful and nothing but the truth why didn’t the author write his/her name? Only fools would believe this crap narration.

So the EO group is owned by two Ghanaians, one a specialist in Family Medicine (does'nt sound like the sort of man you will want to go and negotiate an oil deal on your behalf does it?) and the other a trained (not qualified) environmental Scientist who has worked with Shell oil for 20years and rose to the rank of commodity Manager (whatever job description that is), well done.
In 2002 they formed the EO group to focus on the potential oil industry in Ghana. Am just wondering if they embarked on this project acting in their private capacity as EO officials or with some authority from the Ghana government considering the fact that as far back as 2001, Mr George Owusu have been dealing with the GNPC and invited experts from the Energy ministry to address the industry on the off-shore hydrocarbon potentials in the country.
Or could it be that the EO Group was just acting as intermidiary, independent of the parties concern, to find a suitable partner for a prospecting lease with the GNPC in Ghana.
Just under a year after EO was formed in 2002 it came into contact with the technical personnel of Kosmos in 2003 and formed a partnership to review data in Ghana and initiate the negotiation of a Petroleum Agreement. Then again, you are bound to ask, what were the experts at GNPC doing to leave a petroleum deal into the hands of a Dr who has specialised in Family Medicine and a Commodity Manager for Shell
The Kosmos/EO Group therefore won the contract on merit particularly due to their proven track record. What track record? EO was formed in 2002 met and partnered Cosmos in 2003, won a contract in 2004, and before this has failed with their first venture in 2001. This is not a good track record is it?
You dont need to be a "Dragon" to realise that Kosmos got a deal no company can refuse. They were prepared to give away 3.5% working interest to EO. For what?
The 3.5% is a private arrangement with Kosmos energy. But does it need approval from the GNPC Board? By the way anybody here know where I can read the Ghana Petroleum Law?
It is indeed worth noting that after the negotiations and agreement Dr Kwame Bawuah-Edusei took an appointment as Ambassador to UN in Geneva, Switzerland/Austria in 2004. and he calls this a sacrifice while some of us will ask if he gave up his post with EO or was multi-tasking.
And here we are, job done, from 2004 after the contract agreement has been signed, by 2009, the EO has become inactive and Dr K. B Edusei has gone back to his medical pratice.
And the author of this article had the cheek to call this "the good intentions of our honourable citizens" for which Ghanaians owe EO A Debt Of Gratitude.

Sorry you don't even understand what the EO group did. You assume EO group negotiated an oil contract on behalf of Ghana and I wonder where you got that information from.
EO group was formed as a lobby group to lobby for oil firms to come to Ghana and explore for oil discovery by two private citizens.
What you don't understand is that, EO group never signed any contract by itself with Ghana government or any Ghana agency. EO group rather formed partnership with Kosmos who have experience in oil exploration and that was the experience talked about in this article which you deliberately rubbished on your very first comment.
Now let me explain why some of you get confused as to why you guys always get it wrong when it comes to the percentage of EO shares.
Since EO has only contract with Kosmos and not Ghana government, Kosmos gave EO group 3.5% shares of what they got from GNP C. The 3.5% that the EO got from Kosmos if you factor it into the equation of all the other partners in the jubilee field comes to 1.75%
Your assertion that putting square pegs in round holes is neither here nor there because EO group did not negotiate any deal for Ghana government and their own interest in the business was negotiated by Kosmos.
You need to learn about the whole issue before you start making wild out of this world comment.

The present government promised Ghanaians they will pursue the EO group which they did by engaging a law firm in Houston to dig out all information about EO group and Kosmos to see if any USA law was broken between the two and Tsatsu spent hundreds of thousands of Ghanaian money without coming up with anything.
They did the same in Ghana and find nothing wrong with the contract EO group, Kosmos and GNPC signed which was guided by the GNPC formulated laws promulgated during Tsatsu Tsikata's leadership.
Finally this government tried to twist the arms of the EO group to sell its shares to a Chinese company which they refused.
This Ghanaian attitude of pull him down if one is ahead of us will not help the country.

But it should not take long for anyone with an in depth understanding of Ghana politics,after reading the article under discussion to decipher the true meaning of the EO/Kosmos transaction. You asked if a Doctor and a trained environmental scientist are not qualified to lobby for oil companies to come and explore for oil in Ghana? They can, in Ghana.

What national asset did EO group lobby in behalf of Ghana? First you must have an asset before you can call it a national asset and Ghana did not have any oil until EO group lobbied Kosmos to discover oil in 2007.
Secondly, EO group did not lobby on behalf of GNPC rather they they lobbied for firms to come to Ghana and explore for oil and I don't know what advanced country you are talking about but even in USA, private citizens are still exploring for oil arounf Texas, Alaska and other states and gold rush excavation is still going on in California what we call galamsey in Ghana and there is nothing wrong against that.

Yes Ghana had an asset, and that is what Kosmos bargained for; to explore for oil. The offer to bid for that tender was put out by the authorities (what; GNPC?) as far back as 2004. Several other companies including Kosmos did bid for that tender, and EO/Kosmos, on merit of their (poor) track record won the bid. So yes, there was something Ghana has that Kosmos want, and that something is a national asset.
Now consider this; you are a boss at Kosmos and a company (EO) that just folded in 2001, and resurfaced in 2002, without any foreknowledge of the Ghanaian landscape, comes to you to bring it's influence to bear on your decision to invest millions in a project it has under 1year's knowledge about. I am sitting here behind my computer wondering what sort of questions you will be asking, and what sort of answers will convince you to back EO GROUP.

Actually, there is, and that is exactly what EO/KOSMOS did. they bid for and won a contract to explore oil in the Tano basin, and with the permission of the Authorities, went about their work. KOSMOS could not have come to Ghana and go straight to the Tano basin and start oil exploration without permission from the Ghana government.

Kosmos did not review oil exploration data in Ghana, that was not their mission. Did you read the article? They bid on the rights to explore for oil on TAno basin.
There is no evidence anywhere that they used any data provided to them by GNPC. The information available is that, they won a bid that GNPC put out, Nothing wrong with what they did.
What you are doing is trying to make it seem the blueprint was there showing where one can find oil and Kosmos was just handed the drawings to go and drill it. If it was that easy, why didn't Tsatsu start drilling for in his 12 years as the CEO of GNPC.

Up to that point, there was on a very small 3D seimic survey on the old and undeveloped South Tano discovery, which is a very SHALLOW water field. The Discoveries are all deepwater discoveries. If the groups saw any seismic data, it was 2D data they would have duly PAID FOR AFTER they had signed their PSA aagreements and NOT before. Those data have always been available to EVERY entity that signs a PSA with Ghana.
I am not sure who put out the crap that the Kuffuor government "showed data to the EO group" to give them advantage. Nothing can be more illiterate. People come to this forum with half baked, illogical ideas, and plain lies and behave as if they know everything about petroleum exploration in Ghana. Just imagine someone saying "Kwame Nkrumah laid the foundations for GNPC that was formed in 1985!!!" when what little exploration was done in Ghana under Nkrumah ended in 1958.

I hope you are still there. The EO Group only served as facilitators. It is very common in the oil industry, particularly in the US,(at one point one Greenberg owned the whole of offshore Ghana. He was the one who brought Amoco to Ghana, to make the small Saltpond discovery in the 1970s.)
Basically, what a facilitator does is to go to oil companies - it could be the majors or idependents - and inform them that he can facilitate their entry into a country A. The faciitator often spends a lot of his own money upfront, to get the negotiations going with country A.
Meanwhile the facilitator would have come to an agreement with the oil companies that "if they succeed in securing a block, he would take usually 7.5% of their equity as payment for his troubles." This is exactly what the EO group did, and I am actually surprised that they only got 3.5% for their troubles.
That percentage has nothing whtasoever to do with the government of Ghana. That is why they were able to negotiate to sell it on their own. What most Ghanaians do not realise is that if the EO Group gives up their 3.5%, it does not go to Ghana, it reverts to the foreign company.

Until the small South Tano 3D seismic survey was shot in 1989, ALL the seismic data on Ghana's offshore/onshore basins were 2D.
Normally, when a company expresses interest in a basin/area, it signs a non-disclosure agreement with the country, so it can review whatever data is available, and this includes well logs, sidewall cuttings, core samples and well completion resports, among others.
After the review, which is free, the company may decide to buy certain data sets, including seismic sections, core sampples, well logs, and reports. They pay for it and take copies (used to be hard copies, but it is now in digital format.) They go back to their offices, review and decide to apply for block(s.) It is after they have acquired the blocks that they begin to acquire their own data. It was at this point that the Kosmos/Tullow groups acquired their own 3D seismiic data, which culminated in their discoveries. So if anybody says the EO Group were given the advantage of seeing GNPC data, it is absolute rubbish. All those data sets have been available to EVERY company that has come to Ghana, since GNPC was formed in 1985!
Kosmos/Tullow were more astitute, especially as they decided to go for the riskier deepwater blocks, and it paid off.
As far as the facilitator role of the EO Gropu was concerned, the incoming NDC government did not want to know (which for me as industry person was quite embarassing; my president was operating at a level of total ignorance.) As far as the NDC was concerned, the NPP government had done something dubious and had to be unearthed. In the end, they just wasted the taxpayer's money with absolutely nothing to show for fit.
That is why I cry for my country!
