The young ones come in with ideas and listen to the older ones. It is collective and Komla said this. A good leader ensures every one buys in and owns the processes.

We all know that! But, how does this transform the country into a viable, blooming and sustainable economy if the structural support it should receive from very good legislation that provides immunity to corruption is existent?
You guys still don't see CORRUPTION as the biggest impediment in the way of development and rights of the citizenry. If you don't, you're just as myopic as the majority in the system.
Leaders, managers and entrepreneurs, the administrative cadres etc. are the very ones that should be held responsible for the fiasco of our African economies because no one controls their dynamism and ensures they follow rules according to the exigencies fixed for them.
We aren't talking about theories. So we haven't seen the success of the so-called leaders in Ghana. Just name ten (10) state organisations that have effective managers and management polices in Ghana. Name 10 state organisations that have so far been documented as success cases in Ghana.
I can tell you that to be a good leader, you don't need Ph.Ds to go, you only need have a good head on your shoulders and to know your objectives and the results you await and forge principles to affect its achievement.
I repeat that, until we have our LAWS functioning and have legislation churning out more laws, you can all write tonnes of books on management to fill the Volta River basin, nothing will work in Ghana, so get out of your dreams and countenance the bare reality.

Your contention: If there's good and competent management and leadership, there will be no corruption.
That is fallacious, and I will give you two distinct examples to edify you.
I worked with a commercial director in and institution in a french-speaking country. The guy's holistic management was impeccable and efficient. He managed to increase the institutions resources and profits increased, at least from the beginning. His fault? He was a first class womanizer despite already having two wives, so he stole money. By the time he was discovered, the big hole in the institution's coffers, it was reported, will take time to fill.
Clearly, he was morally corrupt, and it encroached on everything.
A mining company in the sub-region whose administration is filled with western expatriates created a sacrosanct impression of topmost efficiency as its management functioned with exceeding dynamism. When the nation in which the company was lacked means of control of this mining outfit, the profits accruing didn't benefit the state; most of it ended in the pockets of the westerners and a few local collaborators.
What I have been saying is simple; there's is not clear volition on the part of our government to assert its role over individuals who behave as if laws didn't exist. If a state fails to enforce laws and civil code that imposes firm control of institutions, thereby making it clear every element counts, those in managerial positions will have free hands and be tempted to behave the way they deem fit since there will be no retribution as the end of everything.
For instance, Anane was so loose in his function that he behaved like the ministry belonged to him. He awarded contracts the way he saw fit, stole Ghana Airways money and still maintained his position. The resultant effect went like the domino; all the others in Kufuor's government did the same with their departments.
This is our problem in Ghana.

The problem is the selfishness and apathy which is the hallmark of many of us. We have well-qualified and skilled people, but unless we learn to serve our people and stop the selfishness and irresponsibility we will not get anywhere quickly.
We need accountability in our society. We must put stringent structures in place to promote probity and accountability at all levels of society.
We must train our managers and leaders at all levels to manage and lead. GIMPA and MDPI and our universities can play a key role here. We must then appoint the best managers and leaders in our public organisations. They must be given time-limited contracts, with clear goals and targets. Failure to perform must lead to termination of contracts and summary dismissal. No longer should we put political appointees on boards of companies and as leaders of public sector bodies. We must create a meritocracy where good performance is amply rewarded, and bad performance is not tolerated.
