Corruption galore is order of day. monies meant for the proper development of the poor people, is looted by the custodians in collaboration with old dwarfs and babies with sharp teeth. Monies syphoned abroad, they will school their kids abroad, buy homes abroad and bath in the affluence of waste , Then quickly re invent themselves as champions of the poor. New humanitarians using loose change of the same stolen money to mask their sins with the hypocritical open display of devotion to God whilst continuing the sin of draining her dignity and rendering her more trapped in poverty and this vicious cycle of the state of prostitution. Syphoning looted funds outside the country with no meaningful investment plough back to help creat jobs to support the economy .
This is beyond criminal. it is a sin. Today the drivers of our civility, (civil servants, doctors, teachers, etc..) Are on strike . Money meant for their purpose is siting in the private accounts of individuals in fine clothes portraying God image and reminding you of your shortfall to prayer . It's your money. Looted by these old dwarfs and babies with sharp teeth. After 50years of independence it is sad to note that our only development indicator is the measure of the number of westerners amongst us. More thieves

Kojo, you have just illustrated the problems we have with analysis of our budgets. They are not policy-driven and unfortunately those who attempt analysing also do not do justice to the subject.
A close study of the budget will show that a great chunk is spent on recurrent expenditure, with the remainder paying debts and arrears. There is very little left for investing. The tables at the back exposes what is happening rather than the copious text that precede them.
You also made the same mistake by enumerating the same wish list that is in every budget statement. Our leaders are not exerting themselves for the good of the country. They are not putting their thinking caps on. The money is in the system but the expenditure is not in any coordinated fashion. They prefer to make the statutory allocations and then sit back for these funds to provide disparate infrastructure whose costs are massively over-inflated.
Until we learn as our country to draw up policies first, fund them, implement them, monitor them and report on the outcomes, we shall forever be duped. The budget is littered with several expenditure items for the previous year but not a single report on the outcomes of the outlays.
The finance minister announced that one major program was ending in 2013 and he would be taking another medium term programme to Parliament. The curious thing is he never reported on the achievements of the programme that is about to end.
