The estimated total cost of the project, in its entirety, was estimated at over $258 million.[3]
In May 1960, the Ghana government called for tenders for construction of the hydroelectric dam. In 1961 an Italian consortium, Impregilo which had just completed the Kariba Dam, won the contract. They carried out the dredging of the river bed, dewatering of the channel and completed the dam a month earlier than scheduled despite flooding of the Volta River in 1963 delayed work for over three months. Between 1961 and 1966, 28 staff of Impregilo died during the construction of the dam. Memorials in Akosombo township and St. Barbara Catholic Church have been put up in their honor.
In 1961, the Volta River Authority (VRA) was established by Ghana's Parliament through the passage of the Volta River Development Act. The VRA's fundamental operations were structured by six Board members and Kwame Nkrumah as chairman. The VRA's primary task is to manage the development of the Volta River Basin, which included the construction and supervision of the dam, the power station and the power transmission network. The VRA is responsible for the reservoir impounded by the dam, the fishing within the lake, lake transportation and communication, and the welfare of those surrounding the lake.[1]
The dam was built between 1961 and 1965.[7] Its development was undertaken by the Ghanaian government and funded 25% by the International Bank for Reconstruction and Development of the World Bank, the United States, and the United Kingdom.[8]
The construction of the Akosombo dam resulted in the flooding of part of the Volta River Basin and its upstream fields, and in the creation of Lake Volta which covers 3.6% of Ghana's total land area.[1] Lake Volta was formed between the years of 1962 and 1966, and necessitated the relocation of about 80,000 people, that represented 1% of the population.[9] People of 700 villages were relocated into 52 resettlement villages two years prior to the lake's completion; the resettlement program was under the direction of the VRA.[5][1][2] Two percent of the resettlement population were riparian fishers and most were subsistence farmers.[2] The Eastern Region of Ghana and the populations incorporated within its districts, was most subject to the project’s effects.[10]

President Kufour did an excellent job in selling Ghana abroad as the place to do business thereby drawing foreign investors to Ghana. Ghana became a hub for commercial activity in West Africa.

Even if he did not do anything as this Troksi Antobam want us to believe, businesses were thriving and for the first time, after Nkrumah, Ghanaians witnessed the influx of people from the neighboring Togo, Ivory Coast, Burkina, Benin Nigeria and people from the Western world trooping down en mass to Ghana to do business which, in itself, was a sign of good governance which only HATERS of ASHANTIS cannot see. For me, the greatest achievement of Kuffours government was the CEDI re-denomination, a feet which Nigeria and great economies like Japan have tried for several years but to no avail. Greater Regional commissioner could be moved to B/A, Eastern region to Volta, etc. Then came the PNDC era. Ghana suddenly became aware that people were not from Ghana but from specific regions, tribes, etc. The famous speech delivered at the British Council during the time of the "Culture of Silence", made mention about the fanning of ethnic sentiments. He went on to give examples about how certain state instituions had been filled "wittingly or unwittingly" by certain ethnic groups. That to me was when these ethnic consciousness was aroused. I'm told a government official who was an "intellectual" even wrote in a book that one of the aims of the revolution to deal with one ethnic group. Kobina Antobam needs to do a better job next time.

The writer has a warped appreciation of history. Inter tribal wars have occurred everywhere around the world and nation states resulted from them. A historical examination of modern day Germany, United Kingdom, France (to name a few) will show that nations were built on ‘the survival of the fittest principle’. In fact it is instructive to say that stable nations of the world currently are those countries where these wars took place for a dominant tribe to emerge. The corners of the globe where unrest and instability are common are those areas where these wars for dominance are still raging. The greatest disturbance the Europeans caused Africa was that they truncated the wars of supremacy that was then ongoing in Africa. As, such countries have become composed of disparate tribes, and this is what is informing what the writer is whining about.
Even though Ghanaians are quick to point out Nkrumah’s vision to achieve inter-tribal cohesion, there is scanty evidence of that. Before Nkrumah arrived in December 1947, a collection of Ghanaian patriots has come together to form the UGCC. The individuals who met were from all the tribal groups in the then Gold Coast, the Northern Territories and Ashanti. There were no inter-tribaldivisions. Even Nnamdi Azikiwe (who became the first leader of Nigeria) used to live in Ghana and was part of the early struggle for independence before Nkrumah ‘the saviour’ returned to Ghana. Ghanaians then were not at each other’s throat.
The major difference between the UP and the CPP was the type of Constitution to adopt after independence – whether a federal one or one for a unitary Ghanaian state. The UP favoured a federal Constitution over a unitary one, because they could foresee the dictatorial tendency in Nkrumah. In view of what happened in the aftermath of independence, were they not proved right on this score? The legacy of Nkrumah’s dictatorship can be found in certain clause of the 1992 Constitution to prevent a repeat.
The claim that the NPP lost the last two elections because it is mainly Akan is a myth. If this was to hold, why are Akans (who form the majority population) not protecting their own interest by voting NPP? The fact that a sizeable Akan electorate votes against the NPP undermines the writer’s claim. In fact the NPP party enjoys support amongst other tribal groupings besides Akans in the same that the NDC also enjoy Akan support. The NPP leadership is evenly spread as well amongst all tribal groups from Obetsebi Lamptey to Otiko Djaba to Bamba to Karbo. The battle the NPP has during elections is against illiteracy and ignorance of the large uneducated masses that live in the rural areas and urban slums. They cannot canvass for these votes without employing the same underhand tactics their main opponent uses. The NPP has a certain reluctance to go down this path.
Lashing President Kufuor the way the writer has done, in this pointless article baffles me. I thought this Chap wanted a united Ghana. If that was his aim in writing, would it be wrong for appointees to have come from a particular tribe, even if the claim is true? Was Kufuor not appointing Ghanaians? I thought if we were one unitary state, the concern rather should be about merit and competence and not tribe. However, if spreading appointments amongst all tribes is important, is this not buttressing the fact that the UP tradition has been right all along that we should have had a federal Constitution?

Selling of state assets did not start with Kufuor - it started with Rawlings. I do not fault them one bit that they did sell. Where I lament is that the proceeds never went into investments but rather used to support the budget.
Those state companies that people talk about all the time were not viable. Instead of generating income, the state was subsidising them for many many years. You cannot establish industries where there was no demand. Even now, have you ever heard reported that any state enterprise made profit? Look into the current 2013 budget and tell me where it is reported.
Kufuor saved GT by selling it. Otherwise, there would have been nothing but debt to show for its existence. TOR is a prime example.
I say it again if we are agitating for appointments to be spread over all tribal groupings, the best vehicle for it is a federal Constitution. Everybody is a king in his home turf. Good day!

Did Mills not do the same with the Ahwoi brothers and is Mahama not doing same with Dr Atuguba, Mark Woyongo and the numerous titled Alhajis? Why must Kufuor alone be blamed for something all have done and continue to do?
With regards to federalism, my statement was conditional. If all we are after is the spread of positions among different tribal groups disregarding merit and competence, then federalism is the only instrument since our institutions are very weak to police any equal opportunity legislation. You can point to our courts and CHRAJ as vivid examples.
I do not know your age but Nkrumah being selfless because he did not build a property for himself? You sincerely believed that Nkrumah was not tainted by corruption? Please find the nearest library and go brush up on your history. Have you heard of the Jibowu commission of 1956? Have you heard of the dawn broadcast of 1961? What were they about? CORRUPTION. Nkrumah, within a year of being the Chief Minister had bought himself a Lincoln, then the most prestigious car any person could own.
You claim Nkrumah never built a property for himself. Did he not build a house at Nkroful for his Mother? Was the state not paying a salary to his mother? The reason he never built a personal mansion was that he treated Ghana like his own personal property and courted adulation everywhere. He had the use of Peduase Lodge and one other accommodation at Akosombo. He had no intention of retiring having made himself Life President. So these properties were built to cater for his needs, which he never saw outside the presidency.
I wish this discussion does not degenerate to what Nkrumah was and was not. He had foresight alright and by the Akosombo dam ensured the survival of Ghana. I therefore do not want to go the way of diminishing what he achieved. However, he had his faults. He could not tolerate and did not welcome opposition. No Ghanaian presently will ever accept the statue of a sitting President appearing everywhere but it did in the aftermath of 1957. No Ghanaian will in present times accept that the President was God, but Ghanaian school children were taught to heap this adulation on Nkrumah in the aftermath of our independence. An English Anglican Archbishop in Ghana was deported when he complained that this was blasphemous. No Ghanaian will accept now that the portrait of the President should appear on our postage stamps but it did with Nkrumah.
So this assertion that Nkrumah was never corrupt, never built a personal property is part of the myth and the revision of history which is ongoing currently in Ghana. On the day Nkrumah was overthrown, there was spontaneous jubilation all over Ghana. It is just history that has rehabilitated him. He was no saint. In present times, it is only the late Squadron Leader Clend Sowu, who had the courage to say it as it existed in 1966. Ghana had then gone bankrupt with debts mounting and that was the era that ushered in the term ‘import licence’.

Some may quickly come to the conclusion that Osagyefo Dr. Kwame Nkrumah was one of such people. That however is far from the truth. Kwame Nkrumah appointed Dr. J.B. Danquah the President of Ghana Academy of Arts and Sciences when the later lost his seat in parliament. He decommissioned Lt. Gen. Joseph Ankrah and appointed him to the office of the president to help him reorganize the Ghana Army. The enemies of Nkrumah managed to make his trusted friend Komla Agbeli Gbedema his enemy and the later went to exile.
When Mr. Jake Obitseby Lamptey returned from Liberia it was Mr. Kportufe who was his grating for two years before he could stand on his feet.
Kufuor and his childrens' friends were Ewhes with whom he ate from the same dish and sleet on the same bed with when he was not the president of Ghana and need people as grating in those day of his owes.
As soon as Kufuor became president he and his children forgot that they ever had Ewhe friends. It is with pain when those of us who worked underground that Kufuor and leader of the opposition then under NDC were safe to see he and his party members administering their cruelty on other Ghanaians.
The fact however is that Akans, Ewhes and Gas were once upon a time one tribe in Agbome and will become one tribe again in Ghana, with loving kindness towards each other.

Kufuor and his NPP party are tribalists. Rawlings on the other hand worked with people from all the tribes and apart from pipe water that Rawlings gave to the people of Southern Volta Region he did nothing else for them because he was not a tribalist, though not less a neocolonialist tool no less than Kufuor.

At least it means Ashantes are important becasue no one will waste his time talking about someone or something of no importance. Rawlings did nothing for the Voltarians but they supported him en masse and still support the party he formed, the NDC, not because he was the best leader or the NDC is the best of all the parties but because they considered him as one of their own and his party as their own party.
It was during Rawlings irresponsible rule that Ewes proudly started to affectionately and proudly refer to each other as "Nye Bro". Where was Kuffour at the time? Initially most ghanaians supported Rawlings not because he was an Ewe but because they saw him as a ghanaian leader who was genuine and dedicated leader who had a broad national vision. It was only when he came the second time in 1982 and Ewes (perhaps 98% )identified with him and his barbaric rule because he was Nye bro.
Stop blaming Kuffour because Rawlings has done very very bad things to ghanaians if not worse than anybody else and the less said about it the better. Lets join hands and build our battered nation instead of pointing fingers and hiding our own guilt.

Most ghanaians have tribalism in their DNA. This is as a result of our acrimonious political and tribal histories even before the arrival of the europeans.Nkrumah tried to stem the tide but his dreams died with him and we were soon back to where we started from.
All our tribal and political leaders apart from Nkrumah have not known any better in this regard and have failed to unite the various tribes and heal the wounds.We need to first recognize and identify ourselves first as ghanaians . Kofi Awoonor, past president of the Council of State once mentioned in his book that he's first an Ewe and second a ghanaian. He was just being candid . Many ghanaians are like that but won't openly admit it.
The problem is real and it's even more pronounced today. The reason why people turn to their tribes for protection, stability,and for their general welfare is because successive governments have failed to provide a level playing field for all ghanaians. Until there's equal justice, equal rights, and equal opportunities for all ghanaians regardless of their tribe, political party affiliation, gender, sexual orientation,religion, culture and tradition, etc, ghanaians will turn in their droves to their tribes for their personal and group welfare.We need to pass anti discrimination laws in Ghana and make sure that all men are equal under the law and have an equal stake in the fortunes or misfortunes of our nation Ghana.
The blame game only adds fuel to the flame.We're all guilty one way or the other, in varying degrees ,and the earlier we tackle the problem together headon the better for us all.
