If we are self-respecting people, we'll enforce the law when it comes to Ghanaian and non-Ghanaian citizens alike. Sadly, however, we cannot ship Ghanaian criminals to Australia, so we have to lock 'em up and release 'em after they've served time.
Chris Brown's behavior should not be excused because of his fame, and his behavior should certainly not be excused because there are immoral people in Ghana. We must learn to be a nation of laws, for without the law, we'll be living in an environment of the survival of the fittest. Is that what you want, Oheneba Mintah?

Some white rock stars....Ax Rose of Guns and Roses, Megadeth, The Sex Pistons and Black Sabbath to name a few outlandish ones, were notorious for committing a plethora of social vices, from wife-beating to sniffing hard drugs..in the 70s, 80s and 90s yet no right thinking western government dared sanction them...these bad boys of rock thrashed hotels and occasionally were virulently racist...Ax Rose in particular....my point here is that, Brown broke local laws, but there was nothing security authorities in Ghana could do....bum rush the stage and effect an arrest and incur the wrath of those who had paid hard cash to watch Brown in concert? It would not have been prudent....to say the least....
As you carefully observed, Ghana has earned its democratic bonafides and with it the goodwill of the international community...so you can imagine the scandal that would have erupted if the Ghanaian authorities had slapped handcuffs on Brown?
Our carefully crafted image of pristine beaches and hospitable folks would have been flushed down the huge cluttered gutter at Circle, and ultimately driven away artistes who may be interested in visiting Ghana...to perform...it is a delicate balance and I don't for one minute blame the Ghana Police Service for looking the other way.

Without a doubt, the crooner should have known that such behavior was illegal in most countries -- unless he did it on purpose to disrespect Ghanaians. As I mentioned in my piece, attempting to try him in absentia is unnecessary, and we need to move on. What we need to do instead is to enforce the law in the future, or if no such law exists, pass one and enforce it.

First of all, I have no student loans -- none! There are thousands of students like me who work and pay their way through school, and if you live in the U.S.A., you would know that. You sound like a mad, angry person!
Second, I have nothing against Chris Brown as a person. I don't know the kid, and I have never listened to any of his songs. As a Christian, I do NOT listen to non-Christian music, so Chris Brown and I have nothing in common. If money is what, in your opinion, defines a person, then I am truly sorry for you. It appears that you've bought into the West's pathetic culture of "hoarding" wealth, which gullible people like you are made to think is the end of happiness. Pursue and attain higher education and you'll know what real power is.
Third, if I wanted to be rich, I could have played professional soccer, but education was more important to me, and I have NO regrets, Appiah. I would rather spend my time gaining knowledge that I can use to transform the world, and in the process have average wealth, than to waste my time chasing worldly fame and never using my mind to achieve anything. I hope you feel sorry for all those kids who, instead of staying in school, spend all their time on BET and MTV trying to break through in the world of lyrically filthy music.
Chris Brown may be rich, but I will never want to be him: uneducated, lacking morals, uninformed. If you think money is everything, then I feel sorry for you.
