It is an outstanding payment and it is recoverable. In the case of SSNIT it is recoverable through prosecutions and employers could be jailed. What I gathered is that SSNIT focused on encouraging self-employed persons to sign on and encourage employers to voluntarily comply unlike previous years where people where hauled before the courts.
At least during the so called period of loss, pensioners had their benefits raised and SSNIT never failed to honour their obligations towards them

You indicated SSNIT revenue reduced because contributions collections were low compared to the previous year. Also, expenditure increased because of increase in benefits payments. How do you blame the managers for lack of fiscal discipline.
When employers fail to pay, it's not a loss. It's Money Owed which can be retrieved through prosecutions because failure to pay workers contributions is a criminal offense.
How do you describe this situation as a management failure due to lack of fiscal discipline.
