The payroll gets impregnated from the district level. The CAGD just do the delivery and takes a bite.The chemotherapy must start from the district to municipality to regional b4 CAGD. IMANI is doing a great job. We have forgotten the Auditors(DOCTORS). These guys see the bloating of the payroll yet they allowed it them to pass. They get share. The auditors must also be questioned. 1. contract inflation
2. payroll looting
3. Gyeeda
4. Sada
5. Subah
6. Leap which was recently revealed by the Founder of the NDC party's wife
7. dubious judgment debts
8. looting via capacity building
9. Brazilgate
etc, etc are quantified, it would account for about half(1/2)of Ghana's total debt which is estimated to be a little over $27billion dollars in just the 7years of this Mahama NDC gov't.
The scale of this monstrosity of thievery described severally as "corruption having reached an epidemic status"(Brig. Gen Nunoo Mensah), "corruption having reached a tipping point"(Chief Justice Georgina Wood)shows exactly why Ghana is in the state it finds itself. A stagnant and retrogressive morass of underdevelopment, filth and impunity underpinned by unfathomable incompetence.
It beggars belief that, with the level, scope and scale of such monstrous thievery, the Mahama-led NDC gov't would think that our foreign and donor partners would be so dumb as to pour the hard earned taxes of their citizenry into the national purse, effectively a leaking basket, to entrench the cycle of thievery by this NDC gov't.
This cannot be a probe when the very architects of the rot are conducting the so-called probe? Clearly until this looting NDC gov't is massively fired at the ballot box, Ghana is going nowhere.

This ghost name cancer in Ghana gov's employees payroll has been around since Nkrumah. One thing that makes it easy is the keeping of accountants/accounts officers at one post for decades on end. How they do it, beats my sensibilities. If you want to kill this cancer, the primary solution is to keep moving these officers around. They should not be at one post for more than 5 yrs. Some personnel I know of have been at their posts since 1995. The depts with field officers are the number one culprits of this disease. This should not be difficult for the CAGD office to do.
The corruption in Ghana is too pervasive. When one thinks or talks about corruption in Ghana, almost invariably, attention is focused on the politicians. Most people in Ghana are corrupt. From the politician (government), policeman-on-beat, accounts officers, office worker who deals with the public, bank clerks, you name it. If everybody is corrupt, who is going to solve the problem?

You know, the trick is that they have deleted the names of pensioners who have travelled overseas and inserted unknown persons names in their place. The government should sit up because those affected pensioners will collect their with the current interest rates. Some pensioners have not been paid since 2010. The thieves are trading with their money. Watch it, it's dangerous.

In my estimation IMANI is missing the point. This whole problem of ghost names has come about because of the level of ignorance even among the educated folks.
This is a problem that needs to be tackled at the technical level. Ghanaians will always find ways to cheat so having a system in place that will reduce and punish the culprits will be the way forward. What you feed a system is what it becomes so measures to prevent that in the first place is what we need.
