The pple he has position them in the helm of affairs in his gov't are corrupt,irresponsible,greedy,wicked and thieves.How can you taxed pple who have no work? look at how many graduates come out from college and are unemployed for years, the only job in Ghana after Masters Degree is to go back to school again because there are no jobs out there to hire you.Our problem in Ghana is management, we have everything from natural resources to human capital. but how do we utilize these scare resources (money/Revenue)to achieve our goal? Remember nobody has it all in full. America don't have everything they need to care for her pple yet they are self dependent to fix their own internal issues and even trun to help other countries as well.There is a lot of money in Ghana just that we don't have the right pple to manage the country where every citizen can live their best of life and take care of their families.
Ghana don't have to going around the world always begging for alms in this 21st century.Not untill we change our mind set about how we do things, pple will continue to suffer to death.

We seem to be too "booklong" on our dealings the issues of national importance. A tax expert and advisor only tells us of the estimated tax payers; but silent on the quantum of their contributions. This gives room for speculations and to push one's agenda. I will rather suggest that the advisor tells his boss to reduce the tax of those in the 1.5 million bracket before lunching on the all inclusive tax across board. Tax education on the flat rate to sensitize the public to demand from every retailer a simplified VAT receipt. Ideally generated from a machine to be provided by the Revenue Authorities for easy monitoring. Otherwise we will continued to churn out figures which does not yield any results.

In the US everyone who works pays tax, before you receive your pay check the employer has already deduct the state and Federal taxes. No payment in cash, all is through checks, therefore, there is no way you evade tax. Even we pay tax on bonuses, as little as $100.00 bonus, the government have to take tax.
How was this done, everyone has social security number from the day you are born.
I believe Ghana should start that.
From now on every new born should be given social security number and all and JSS and SSS graduate should be given one until we catch up with everyone. As they enter the workforce they begin to pay taxes.
We need to begin to generate income ourselves. Too much borrowing will kill us despite our GDP.

The problem of widening the tax net to embrace the black economy is its enforcement. There are some areas within the economy which need to be taxed, but it requires better and well trained enforcement personnel to track their operators. It is one thing establishing the law and another enforcing it. In Ghana some economic activities take place outside the usual marketing environment. There are obstacles in collecting taxes from them. By and large, it is much easy to collect taxes from the formal market operators, unlike the informal ones. Lack of education and/or intricate invasion by operators combine to make it hard to collect taxes from these markets.

What about the VAT on all goods patronized by customers? It is not enough to complain about non payment of taxes as a tax consultant. One will have expected the consultant to advise the government on the proper use of the tax money and helping the government to implement the introduction of cash registers to make it easier to collect taxes from the traders. Revenue department can distribute these registers at a discount. This will also benefit the traders because they will be able to monitor their sales and control their inventory.

As a lay man I know taxi drivers , most masons, electricians, chopbar waiters etc just to mention a few. I am very much troubled to see all these people who work for a living without paying tax, how can we develop as a nation without collecting taxes. What we need is innovative ideas on how to collect taxes from the informal sector, I suggest you allow most final year graduate do their project on it and you will find answers that will enable the government adopt best practical means of collecting taxes.

Most people who are involved in these businesses as profession do not know whether taxes are due from them and, if so, what are their assessment criteria? And how to go about paying them? These are pertinent questions which need dealing with.
