HAVE NO IDEA WHATSOEVER. NEED TO CLOSE THEM ( institutions) ALL AND ALLOW THE PRIVATE SECTOR AND FARMERS TO DEVELOP THEIR OWN WORKABLE ONES THAT WOULD BE USEFUL.

There is not government commitment to curtail this menace. Anyway how do you are suppose this problem if you appoint fiifi Quartey as agricultural minister. These minsiters are waste and don't blame them either but for the one who appionted them. There are people who can help but cos of petty politics you appoint someone like fiifi quartery to ministre of AGriculture. Ghana will still and continue to remember Banasaco and Quarshiga as the best minister of agriculture ever.
