Under the current terms, it is better for the country to raise those loans here from local banks, who offer employment to Ghanaians and who can plough back their profits into the economy instead of paying the $11 million as facilitating fees to those Russians.

It is interesting Ghana goes for loans from banks in China and Russia, which have questionable dealings and very susceptible to bribery. That alone are warning signs. Ghana signs these questionable loans in a rush for corrupt politicians and senior civil servants to get their share whilst Ghana is unable to access the loans but pay interests on them.

Government should NEVER approve this loan. It is the same foreign countries who are behind these wars in Africa which are making our countries become fragile and need to be developed again. They will then turn around and give us loans to do these peace-keeping work for a mess they have caused in the first place. Africa must wake up otherwise, instead of channeling the badly needed resources to grow our economies, create jobs and generate wealth for our people, we use the small resources we have to do these peace-keeping activities. The result is that we are kept in the vicious cycle of poverty, famine and underdevelopment. This $300 million if used for domestic development will help build industries that will create thousands of jobs for our people, especially the youth and graduates our universities and colleges are producing every year. We are begging the Government/Parliament not to approve this loan. It will be very bad for our country which already is struggling to come out bad macroeconomic situation.

We have been in this system for pretty over 10 years and still we cannot provide logistics support for soldiers who are always exposed to damned dangers. Where is the reimbursement we are receiving from UNIFIL (dry lease)- Lebanon, UNMIL (Wet Lease) - Liberia, MONUSCO (Wet Lease) - DRC, UNOCI (Wet Lease) - Cote D'Ivoire and lastly MINUSMA (Wet Lease) - Mali. We had earlier taken so much from Rwanda and Chad. Please, let us question what the government is doing with the peacekeeping money before the soldiers react. $300 million should not be anything we should borrow as an oil producing country with so many conditions.Soldiers have been sacrificing too much without appropriate reimbursement. Granted that the UN pays them earned dollar, what UN pays for their outfit is not forthcoming. They go to such international arenas with just a uniform and boot to match. UN pays monthly for troops uniform and all these monies are not accounted for. What about our professionals who get nore than the earned dollar? Same. The arms we send attracts daily reimbursement and we do are still going aborrowing. This is very bad.

Having weighed all that I have read so far,I am of the opinion that it is not the acquisition of the logistics that Ghanians are against per say but rather the shady way the $300m loan is being contracted. The peacekeepers need the equipment to carry out their mandate and as well as to survive. It is also true that whatever equipment is deployed will be reimbursed for by the United Nations at existing Wet Lease Rates or Dry Lease Rates, depending on the kind of agreement(MOU) that the Ghana Govt signs with the UN. Under the Wet Lease system of reimbursement, the Ghana Govt will have to deploy the equipment and maintain them for the period of their stay in the UN mission.On the other hand, under the Dry Lease system of reimbursement, the Govt can deploy the equipment and leave the maintenance to the UN or a third party when there is a bilateral contract with that 3rd party to carry out the maintenance. The good news is that at the end of the UN mission, the Govt of Ghana will be owning these equipment which it can decide to redeploy to other missions in the future or add them to its national pool of equipment for domestic usage purposes. Looking at the whole UN business with this spectacle, one realizes that it is not a bad one at all. Given that our maintenance culture as a country is good coupled with the fact that Peacekeeping Accounts can be guaranteed of not being used unwisely by politicians and can be accounted for and channeled into national infrastructure development,I would like to appeal to the Parliamentarians to approve this loan facility after the contract terms have been renegotiated.

We have to live within the limits of our financial capabilities. I do not think there is enough peace in Ghana as a nation, to seek 300 million dollars loan to create the pathway for peace. Individuals are facing high educational and economic challenges beyond nominal lifestyle. Only, people who can afford cam maintain their home. My principle is you cannot spend what you do not have. The Russian bank that wants to help, is not free, Ghana has to pay for charges attached to the load, and you are expecting UN to pay for you. When is that going to be paid? Is there any agreement in place to support your statement? Cut your coat according to your size. Being wise is not achieved from the test books, is God given. You cannot borrow to buy peace when you do not have peace. Try to define peace, you cannot equate the meaning to the purpose for borrowing to transport to another country where your presence is not recognized. Ask the UN to borrow the money in their name. It is time to be wise.

The country has participated in peacekeeping missions since 1960 and yet the government has no funds budgeted for peacekeeping missions as part of its military spending if it has one.
