These students study under a government scholarship and a contract is signed between the two. How if these students after completing their courses decide not to come back home in Ghana to return their services to the country. I think the reportage was sexed up to achieve the effect of making the govt unpopular. Students stipend not being paid timely is not new. It has been happening throughout the 4 th republic and perhaps the era preceding it. If govt stipends delays, it is the responsibility of their parents to send them money till they get paid. A parent who has no money should go for loan and when the child is paid they should reimburse their parents. I bet you a lot of these scholarship holders could be from homes capable at least of sending such money in times of need. The students are often made aware of this delay and are asked if they could manage and their answers are obvious that is why they are there. After some other parents are personally sponsoring their children in other countries.

After the collapse of the Soviet Union, Soviet and East European Scholaships to Ghanaian Students were cancelled but yet still, students who could afford to pay fees are admitted and many have taken advantage of that to undertake courses which they can otherwise not offer in Ghana because of lack of vacancy, Medicine especially. Most of them are able to pay the first year's fees thinking they can get Scholaships thereafter but become stranded. Then it is a back- door bilateral agreement. In the past, Soviet and East European Scholarships were published in the papers for Sixth Formers and those with the requisite qualification to apply. Those days, because of what was termed " Comsor",that is "SAT", " GRE" ,"TOEFL" for students to go to the US, and the fact the West waged a relentless war against Eastern Education and their products, most students frowned on these scholarships.They were later cancelled and those benefiting from their revival must suffer the consequences of not going through the proper channel.

The issue is not only Russia. Ghanaian students in most countries are facing the same situation. Some have not been paid for the past 6 months. Actually, the problem lies at doorstep of the Scholarship Secretariat where the 70 year old Director doesn't want to go. Whatever money is allocated to the Secretariat, Mr Lassa, the Director will send all to the Northern schools to the detriment of the rest. He even diverts some of the money for his personal interests building mansions all over the country including hotels.
Not until the Director is removed the situation is not likely to change. He has contacts at Flagstaff who gave him contract after his retirement. The problem will be compounded if NDC retains power.
It is a national crisis that we must all fight.

Alhaji Muhammad Mumuni is a distinguished African statesman and politician. He was born in Ghana on 28th July, 1949. He entered the University of Ghana in 1969 where he completed his LL.B and his postgraduate degree in law (LL.M). In October 1975, he obtained a Barrister at Law (BL) qualification from the Ghana School of Law and was called to the Ghana Bar.
Alhaji Muhammad Mumuni was elected Member of Parliament for Kumbungu Constituency for two consecutive terms (1996-2000; 2000-2004), and was elected for a third time in December 2012 before he resigned to take up office as ACP Secretary General in March 2013.
While in Parliament, he served on various Parliamentary Select and Standing Committees. He was a member of the Standing Order Committee and a Ranking Member on the Legal Committee. He was appointed the Presidential Running Mate to the Presidential Candidate, Prof J.E.A. Mills, on the ticket of the National Democratic Congress (NDC), in the 2004 Presidential Elections.
Alhaji Muhammad Mumuni has also been a member of the Governing Body of the International Labour Organization (ILO) in Geneva, Switzerland (1999-2001). He was the President of the 87th Session of the International Labour Conference of the ILO in June 1999.
He was the leader of the National Tripartite Delegation to the International labour Conference (85th to 88th Sessions) between June 1997 and 2000. In June 1998 he was the Vice-President of the 86th Session of the International Labour Conference.
Under the first term of the Presidency of H.E. Flt. Lt. J.J. Rawlings, Mr Mumuni was appointed to the Ministry of Employment and Social Welfare as a Minister of State (Cabinet Rank).
He was also the Vice President of the Board of Directors of the Ghanaian-Danish Communities Association (GDCA), an NGO which initiated and is overseeing the implementation of the Ghanaian-Danish Community Project (GDCP); A DANIDA funded project working in the Tolon-Kumbungu District area of poverty alleviation and development intervention.
Between 1995 and 1997, he was the Vice-President of the Board of Directors of the School for Life Project – A DANIDA founded and supported NGO operating in functional literacy for children aged between eight and eleven in educationally depressed areas in the Northern Region.
He was also founder and chairman of Bonzali Rural Bank Ltd, a community initiated and managed bank devoted to saving mobilisation and financial intermediation in rural based and cottage industries, from 1990 to 1995.
Alhaji Muhammad Mumuni was the President of the Ghana Bar Association (Northern Region Branch) from 1992 to 1996. He was also a member of the National Bar Council of Ghana Bar Association. In 1995, he was appointed a Member of the Lands Commission (Northern Region) also appointed to represent the Northern Region on the National Lands Commission.
In his Political career, between 1992 and 1996 he was voted the presiding member of the Tolon – Kumbungu District Assembly for two terms. He was elected an Assembly Member for Yagrafong Electoral area in the Tolon– Kumbunga District Assembly of the Northern Region of Ghana.
He was also a member of the National Consultative Assembly - the body that fashioned the Fourth Republican Constitution of the Republic of Ghana in 1992.
Between 1980 and 1982, he was the chairman of the Western Dagomba District Council. In 1980, he served as a member of the Committee of Inquiry into the structure and operations of the Upper Regional Development Programme. (URADEP).
He served as a member representing the Northern Region on the Local Government Grants Commission, a body constituted under the 1979 “Third Republican Constitution of Ghana” to undertake the allocation of and disbursement of grants – in – aid and other development resources to District and Local Councils of Ghana.
He has been a private legal practitioner and founder / senior partner of the Law firm Yelinzo Law Chambers in Tamale, Ghana from 1980 – 1997. Mr Mumuni was a District Magistrate (Grade I) in the Judicial Service of Ghana between 1977 and 1980. He was also a Legal Officer, Bank for Housing and Construction between 1976 and 1980.
He has the National Service Co-ordinator (North) of the National Service Scheme of Ghana from 1975 to 1976, and prior to that, was a teaching Assistant at the faculty of Law, University of Ghana, Legon from 1972 – 1974.
Hon. Muhammad Mumuni was sworn in as the Minister for Foreign Affairs and Regional Integration by the President of the Republic of Ghana, H. E Professor J. E. A Mills, in February 2009, a position he held until January 2013. He was Chairman of the transition Team that overaw the transition of Government in January 2013.
The ACP Council of Ministers met during a special session in Brussels, Belgium on 26th March 2013 and appointed Alhaji Muhammad MUMUNI as the Secretary-General of the ACP Group in replacement of Dr Mohamed Ibn CHAMBAS, his compatriot, who was recently nominated as the UN and AU Joint Special Envoy to Darfur.
In his farewell remarks the outgoing Secretary-General, Dr Chambas, declared that he was pleased, as he leaves office, that the “Council of Ministers has ensured a smooth and uninterrupted transition by the appointment of my compatriot, Hon. Muhammad MUMUNI, as the Secretary-General to complete my unexpired term. As the immediate past Foreign Affairs Minister of Ghana, he has followed closely the activities of the ACP... You have heard him yourselves and you can discern the zeal, thoughtfulness and determination with which he takes up office. “
The incoming Secretary General, Hon. Muhammad MUMUNI, has underlined the reforms and initiatives undertaken by his predecessor on the future perspectives of the ACP Group, the negotiations of the EPA’s, the Intra-ACP cooperation, South-South and Triangular cooperation “and more importantly, sustaining existing partnerships, while charting new frontiers of cooperation. “I would like, he added, to deepen the internal reforms that the outgoing Secretary-General has already embarked upon, to ensure that the Secretariat is in a better position to serve our principal Authorities and other key stakeholders.”
Alhaji Muhammad MUMUNI takes up office on 1st April 2013 and plans to complete the term of Dr Chambas which expires on 28th February 2015.
