You have completely missed the point I am trying to make. The ambassador should send a representative to the kind of functions organized by tribal associations. It is productive to attend a function by the US Chamber of Commerce, for example, than a function by a Ghanaian tribal association. The ambassador's primary role as Ghana's representative is to build and maintain relationships with the host country.
