In addition, there are over 10,000 names of people on payroll who are not qualifieD to receive monthly salaries since majority of them are over 60 years and have found their names on NADMO and GES payrolls. The NPP must expunge these names to clean the payroll.

Now if these four regions idea were to happen, what does that mean for the consolidated fund, with respect to districts, constituencies, and all the various personnel and human resources eg MP's etc, etc?
In the case of BA, what is the motivation and rational to create Ahafo region out of BA, effectively creating two distinct ethnic groups?
NPP would do well to concentrate on how well it can achieve results under its main thematic areas of I. Political decentralization ie the election of MMDCE's as captured in its manifesto II. Local gov't service and capacity building III. Fiscal decentralization and IV. Sanitation management.
Efficiency and effectiveness does not necessarily evolve from creating more regions or separating ethnic groups, no. The actual causes must be intelligently ascertained and addressed.
And creating regions when districts and constituencies created most recently have yet to come to terms with why they have even been created in the first place, is misguided policy.
If looked at critically, Northern Reg is the only region that holds promise in terms of the creation of another region.
The other issues raised with respect to tackling payroll fraud etc, etc is apt especially when the outgone govt made the ballooning wage bill one of its major reasons for the collapsing economy for which Terkper was sure GIFMIS was going to solve.
Reconciling that with what has happened during the transition period makes the case for serious auditing to tackle payroll fraud.

How the hell do you appoint 36 Ministers and soon Deputy ministers; creation of 4 new regions; new ministries; restoring allowances for training teachers & nurses; one factory in a district, etc., etc., etc., WITHOUT ASKING YOUR ASS “HOW THE HELL DO I PAY FOR ALL THAT?????”
We certainly don't need that many ministers, regions and MPS to run that poor country, which badly needs good roads, good hospitals, good schools, housing, lower taxes, JOBS, etc., etc., and here we are wasting tons of dollars on some LAZY ASS people in the country. Our leaders should heed to Mr. Amoako Tuffour's pieces of advice.

U need to work with the general public to be able to weed out ghost names. Reward whistle blowers handsomely and this would lead U to uncover many secrets in many departments of gov.
