    This is an inherit challenge of the successive governments. Self will of leadership in the Ministries, Departments and Agencies makes it difficult to, hmmmmmm more grace to minister designate. God help Ghana.

    U need to work with the general public to be able to weed out ghost names. Reward whistle blowers handsomely and this would lead U to uncover many secrets in many departments of gov.
