Freight Forwarders opposed ASHI because it was going to add another layer of bureaucracy to an already cumbersome system. The forwarders had wanted confirmation if the ASHI was going to replace all other document submission. Currently documents are lodged with customsand Destination inspection who are paid a fortune by the country to authenticate documents from source. The forwarders were of the opinion that if ASHI will replace all other documents then it was acceptable. They saw no need if the system was going to be a 3rd submission for the same document. The Government was even at that time planning to come out with a single window and that was why after pointing this out, the government came out and agreed to suspend it indefinitely and incorporate all into the single window concept. At best, if you're lucky to be able to collect your items, you will have spent at least 100% of the cost of your goods on clearing, and that does not even include the cost of damage en route.
And don't be disingenuous by saying 120 days, a fairly-new threshold.
Every Ghanaian importer, save the politicians, has issues with these leeches.
If we can't manage our own affairs, let's import personnel from advanced countries to manage them for us.
After all, they already think for us in managing our macroeconomy, so what else will be new if they pick up the micro?

I wish the writer of this article would find out the real truth. I happen to be the Executive secretary of the Ghana Institute of freight forwarders, the largest organization for Ghanaian freight Forwarders. We have over 390 freight forwarding companies. The truth is that several of those the paper writes about are not freight forwarders but "goro boys". The real freight forwarders have well equiped offices. Let me give you a case which came before me a few weeks ago. Someone from UK arrived at the airport and was approached by a "clearing agent" who offered to clear his goods. He met the guy at a chop bar, filled in the necessary papers without finding out where the guy had his office. He was later on invited to bring the duty and the agent with a friend met him and both went to the bak ostensibly to pay the duty. While there the agent who had taken the money received a phone call and went out to take it. After some time the other friend said he was going to find out why the other is taking so long. That was the last the importer heard of the agent. Who in his right mind chooses a clearing agent without knowing his office. The Institute has on its website accredited agencies who operate in all the entry points. We have an ethics committee who deal with any misconduct of our members and we sanction them by refusing to guarantee their operations which is a major requirement for licensing as a clearing agent (rightfully refered to as a custom house broker. The Goro boys will offer you all sorts of promises and a very cheap service fee but you will end up being cheated because customs duties, taxes etc are fixed and are receipted so the agent cannot negotiate for a cheaper tax or duty. He or she can only reduce their service fee. Check our website at www.ghanafreightforwarders.org for qualified and accredited agents who should they misbehave can be brought to any of our secretariats at each port/airport for redres. Freight forwarders are essential elements to facilitate international trade and not crooks. Clearing agents are the most criminal section of the private sector workers that i have ever come across.They are always cheating importers,especially those who live outside of Accra.Sometimes they print two quituplicates of an entry to clear goods.One of the 'quints'will have an inflated bill which they will give to the importer to pay.They will pay the actual lower bill and pocket the difference.Sometimes they use a tariff which will attract a higher duty and later put in an application for refund which when paid by CEPS is pocketed by the clearing agent with the imporeter knowing nothing about the payment of the refund to the clearing agent.Ghana is truly a corrupt country and that is why the country is not progressing.The nation has lost God's favour.
