Political parties in power tend to reward communities they like and ignore others. This is usually based on ethnicity or votes garnered. In constituencies that they lost they only provide scholarships and monthly stipends to migrant ethic groups which they believe voted for them.
Some communities have had this problem since Independence. A certain phenomenon can now be observed in our society.
