    Accountability for aid cash is in question not aid per se.

    The state institutions responsible for accountability are dead: bring them to life to work.

    SCALE ADJUSTMENT IS THE BANE OF THE COCOA SECTOR IN GHANA. FARMERS LOOSE OVER $50 MILLION TO BUYING COMPANIES THROUGH SCALE ADJUSTMENT. THE GOVERNMENT DOING LITTLE TO CLEAN THE SYSTEM.
