Based upon the information in the story - the government DID compensate the property owners before the land was transformed into an airport - the airport authority should line up an echelon of bulldozers and raze every structure on airport land.
The dozers should push all the rubble up into a giant pile and set fire to
it.
Then...let the new industry and commerce occupy the space where the illegal structures once stood.
