It is sad that the Western coys. come to Africa to drain our resources and make it quite impossible for us to Develope. This is Neo- Colonisation. Our Politicians should really avoid such companies which are exploitative and enact Laws that is radical and will make sure we get the benefits of our resources. Other than that we will NEVER be able to Develope our INFRASTUCTURE. Come to think, a country like Ghana does not have Railways and Good Urban and Regional Highways. Do our Politicians ever think about that.?

I think the basic fact is, these Oil companies should pay their share of tax in Ghana irrespective of where they are incorporated. The tax to be paid by the companies should be based on revenues and salaries allocation in Ghana. As far as they are hauling the oil in Ghana, their tax liability to the country should have nothing to do with these tax-haven countries. I'm curious to know whether there is tax treaty between Ghana and these "tax-free" countries, and what the treaty stipulates.
Normally, the "small amount of tax" paid in the foreign countries will only be treated as foreign tax credit against Ghana tax.
Ghana revenue must act proactively to ensure Ghana earns what it deserve in terms of tax money.
If Ghana Revenue does not have the tax gurus in oil and gas taxation, they should start hiring or at least hire external bodies to do it for them.

We must also ensure that they disclose their owners and where they reside. We must know their tax liabilities, and remove any clause allowing them to offset tax against their costs of production.
It is unthinkable that we have lost over $1 billion over the last two years because no tax was paid by the oil companies. We must ask them to pay back that amount - we need it.
This naked exploitation must stop at once! It is the more reason why we must exploit our natural resources ourselves, and stop relying on foreign interests. Look what an entire Ghanaian management have achieved with the Black Stars!
