In some years back it was not worthwhile to hold dollars because you could loose some of its value in a matter of days. It was becuase the usd was available and unattractive to hoard. Now its the opposite. My simple question couldn't these crop of useless people at the bank of Ghana ask what those guys did that made the dollar not worth holding?

Till day, you haven't made it possible for Ghanaians to simply transfer their monies from outside to the country and must use services by cut-throat groups like Western Union, Money-Gram etc.
Again importers have go to the blackmarket to look for foreign exchange and carry huge monies on them while travelling abroad, making them simple booty for armed robbers and other fraudsters.
In Europe, no importer will have to change just 1 USD. Every transaction will be done through their national banks, so that carrying physical cash around is not neccessary.
