Sports Minister Kofi Adams says the government has withheld payments to some service providers involved in the 2023 African Games due to issues uncovered during the auditing process.
Appearing before Parliament’s Youth and Sports Committee on Thursday, September 18, 2026, as part of an inquiry into expenditure and the report on the Games, Adams was asked whether service providers who had complained about outstanding payments had been settled.
The Minister explained that some payments remain outstanding because the audit process must be completed before the Ministry of Finance authorises the release of funds.
“We have not paid some service providers because of all manner of fraud that happened, ”he said.

Adams said the government had been instructed not to pay some of the service providers based on the findings from the auditing process.
“Based on the auditing, we have been instructed not to pay some of them,” he said.
He added that payments to service providers cleared for settlement had progressed to the required stage.
“Those that we have to go ahead and pay, we have reached the EPA status,” he stated.
